Dairy Road, South Christian Street & South Center Street Storm Sewer Improvements

Project Description: Bids will be received electronically via the PennBid Program on behalf of the Cleona Borough Authority (CBA) for Dairy Road, South Christian Street and South Center Street Storm Sewer Improvements until 9:00 A.M. Prevailing Time, Tuesday, August 5, 2025, at which time the Bids will be opened. Results will be posted on the PennBid website (www.pennbid.net) shortly thereafter.
The Work generally consists of the installation of approximately 750 linear feet (lf) of 18-inch SLCPP storm sewers in Dairy Rd., 350 lf of 24-inch SLCPP storm outfall sewers on properties on south side of S. Christian St., and 325 lf of 18-inch SLCPP storm sewers in S. Center St., including inlets, manholes, endwalls, associated excavation and backfill, demolition of existing facilities, stone riprap aprons, handicap ramps, connection to existing storm sewer, paving restoration, and other related site work.
Bidding Documents, including Drawings, Specifications and Bid Forms are available on the PennBid website at no cost.
A non-mandatory pre-bid meeting has been scheduled for Thursday, July 17, 2025 at 10:00 am at the Cleona Borough office located at 140 W. Walnut St., Cleona, PA 17042.
Bidders are advised that they must comply with all State anti-rigging regulations pertaining to work associated with this project, and are required to submit an executed non-collusion affidavit with the Bid. Each Bid shall also be accompanied by a Bid Bond in the amount of not less than ten percent (10%) of the Bid total. Instruction on how to submit Bid Bond or other acceptable form of bid security are provided in the Instruction to Bidders contained in the Project Manual.
The Successful Bidder shall be required to provide a Payment and Performance Bond in the amount of the contract price prior to the Contract Award. Successful Bidder shall also be required to submit prior to Contract Award an Act 127 Public Works Employment Verification Form verifying that all employees performing work on Project are authorized to work in the United States.
The Project is subject to the Pennsylvania Prevailing Wage Act. Wage rates are contained in the Project Manual.
Questions shall be submitted via the “Questions” feature within PennBid.
All Bids shall be irrevocable for 60 days after the Bid opening date unless delayed due to the required approvals of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall be irrevocable for 120 days after the Bid opening in accordance with Act 317 of 1978, and subsequent amendments.
The Cleona Borough Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any Bid or combination of Bids that are deemed to be in the best interest of the Authority, and to reject any or all proposals.
