1.0 INTRODUCTION:
The City of Stockton (City) requests a Technical Proposal from qualified consulting firms to
provide professional engineering services to prepare plans, specifications, and estimate for the
Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity (Project), City Project No.
WT24037/ATPSB1L-5008(205). A selection committee will comprehensively rank firms based
on, but not limited to, proposals, qualifications, references, and other relevant information.
Contract negotiations will begin with the highest-ranking firm. Pending successful negotiations,
the Consultant will enter into a Professional Services Contract with the City of Stockton.
The Consultant must be familiar with the California Transportation Committee 2026 Active
Transportation Program (ATP) Guidelines, Caltrans Local Assistance Programs Guidelines
(LAPG) and Local Assistance Procedures Manual (LAPM). In addition, the Consultant and
Consultant staff must demonstrate with similar types of projects.
2.0 BACKGROUND:
The City partnered with San Joaquin County to apply for funding from the Active Transportation
Program (ATP) Cycle 6 to implement bike facilities and pedestrian crossing improvements per
the Bicycle Master Plan and the Safe Routes to School Plan. The City secured ATP funds for
PA&ED, plans, specifications, and estimates (PS&E), right-of-way (R/W), and construction
phases for the project. The project corridor currently provides two travel lanes in each direction
with on-street parking.
Pershing Avenue is a high-speed arterial, with five travel lanes including turn lanes in its current
configuration. While sidewalks are provided throughout the corridor, high speeds can deter
bicycling and walking, and multiple collisions occur at crossings.
The completed project will establish a new low-stress connection comprised of Class II buffered
bike lanes on Alpine Avenue from Ryde Avenue to Pershing Avenue, and a two-way Class IV
cycle track from Pershing Avenue to Mendocino Avenue and Kensington Way. Substantial
safety improvements will be made for both bicyclists and pedestrians at intersections, including
the redesign of the intersection at Alpine Avenue and Pershing Avenue, the removal of
channelized turn lanes at Alpine Avenue and Pershing Avenue, Pershing Avenue and
Mendocino Avenue, and Mendocino Avenue and Kensington Way, and multiple crossing
enhancements like high visibility crosswalk markings, RRFBs, a pedestrian crosswalk refuge,
and a new traffic signal at Pershing Avenue and Mendocino Avenue (Attachment A).
Potential installation of a new traffic signal, which was identified in the City's Traffic Signal,
Roundabout, and Projected Left-Turn Phasing Priority Studies, is included as part of the
project's scope. See Attachment B for complete grant application.
3.0 PROJECT DESCRIPTION:
This Request for Proposals (RFP) proposed project will provide professional design services for
the construction of buffered bike lanes, cycle track, standards, and crosswalk markings,
pedestrian crosswalk refuge, rectangular rapid flashing beacons (RRFBs), install new signage
within the aforementioned project limits to meet the current Public Right of Way Accessibility
Guidelines (PROWAG), and reconstruct curb ramps to American with Disabilities Act (ADA)
standards, and realignment of two intersections to add bicycle facilities. This project limits are
from Alpine Avenue from Ryde Avenue to Pershing Avenue, Pershing Avenue from Alpine

Avenue to Mendocino Avenue, and Mendocino Avenue from Pershing Avenue to Kensington Way
in Stockton, California. Improvements included but are not limited to:
* Alpine Avenue - Implement a road diet, slurry seal, restripe roadway and install class II
bike lanes from Ryde Avenue to Pershing Avenue. Adjust utilities to grade and monuments
in bikeways. Other improvements include high visibility crosswalks, ADA compliant curb
ramps, curb, gutter, sidewalk, RRFBs, leading pedestrian intervals, remove channelized
right turn lane and install landscape and irrigation features, create protected intersection
to connect Alpine Avenue Class II buffered bike lanes to Class IV Cycle Track, remove
median and restripe Larry Heller Drive, add bike boxes and modify signal timing to
accommodate bicycle movements at signalized intersections, and signing.
* Pershing Avenue - Install two-way Cycle Track to east side of Pershing Avenue. Install
a new traffic signal at the intersection of Pershing Avenue and Mendocino Avenue and
create connection from Pershing Avenue to Cycle Track. Adjust utilities to grade and
monuments in the cycle track. Other improvements include high visibility crosswalks, ADA
compliant curb ramps, raised medians, sidewalks, pedestrian refuge, slurry seal and
restripe roadway.
* Mendocino Avenue - Implement a road diet, slurry seal, and restripe roadway. Remove
channelized right turn lane, and install a two-way cycle track, landscape, and irrigation on
the north side of Mendocino. Other improvements include high visibility crosswalks, ADA
compliant curb ramps, raised medians, sidewalks, RRFB's, and pedestrian refuge.
See Project Location and Improvement Maps (Attachment A) for approximate
locations and details of project improvements.
4.0 SCOPE OF WORK:
The Consultant shall prepare and provide preliminary and final engineering services leading to
the completion of plans, specifications, and estimates for construction of the desired
improvements. Consultant shall prepare a detailed scope, and services based, in part and at the
minimum, on information presented in this Request for Proposal (RFP), project's ATP application
(Attachment B), and other available information. The Consultant shall provide a cost proposal,
which accomplishes the objectives of the project's PS&E phase.
The selected consulting firm will provide project management, coordination, and preparations of
all required construction documents and deliverables. Deliverables are identified in this RFP and
within subsections of this Scope of Work. This work will include, but is not limited to the following
tasks:

4.1 Background Research:
The City will provide available background information prepared by a previous consultant,
including a 30% conceptual layout and supporting technical materials, for use during the
PS&E phase of the project.
The consultant shall review, evaluate, and verify the accuracy, completeness, and
applicability of the background materials provided for consistency with current project
limits, standards, and regulatory requirements. The consultant shall not be required to re-
perform full background research unless deficiencies, conflicts, or data gaps are identified.
The Consultant shall identify any missing, outdated, or conflicting information that may
affect the design and shall notify the City of such findings. Any additional background
research beyond verification shall be performed only as authorized by the City.
Limited field reconnaissance may be conducted as necessary to confirm existing
conditions and assumptions reflected in the previously prepared materials.
The Consultant shall identify required permits, prepare all permit applications, and assist
the City with negotiations relative to permit conditions, if required. Permit fees will be paid
by the City.
The selected consultant shall review and further evaluate two preliminary design
alternatives for the Pershing Avenue and Mendocino Avenue improvements based on the
previously completed conceptual layout and supporting studies. The consultant shall
analyze each alternative for feasibility, safety, operational performance, constructability,
potential utility conflicts, and consistency with applicable City standards, and design
guidelines. The consultant shall prepare a comparative summary of the alternatives,
including key constraints and considerations, and present the findings to the City. Based
on this evaluation, the consultant shall assist the City in selecting a preferred alternative
to advance into subsequent phase of the design.
Re-creation or duplication of previously completed work is not anticipated unless
deficiencies are identified. Any proposed re-analysis, redesign, or additional background
research shall be clearly identified in the consultant's proposal and supported with
justification for City review and approval.
The City has previously completed preliminary project development efforts for this project.
The following deliverables are available and will be provided to the consultants:
* Preliminary Conceptual Layout (Two Alternatives)
* Topographic Survey and Base Mapping
* Final Traffic Memorandum
* Utility "A" Letters
* Background Research and Project Coordination, including coordination with
relevant City departments and identification of project constraints.

These documents are intended to be utilized by the selected consultant to advance the
project to the final design.
4.2 Environmental Services:
The City has obtained CEQA clearance for this project. As the project is State
funded only, compliance with NEPA is not required. Therefore, no additional
environmental documentation or environmental services are required.
4.3 Utility Coordination:
The consultant will be responsible for performing utility investigations and
coordination with utility owners throughout the project development process. The
Consultant will be present at all necessary meetings with each utility owner. The
consultant will be responsible for, but not limited to, the following:
* Prepare Utility Letter "B" during 65% design phase to the affected utility
owners for City to review and approve prior to transmitting to utility owners.
Two sets of half-sized 65% plans will be provided to each utility owner as an
attachment to the letter. The letter will request that utility owners verify any
utility conflicts with proposed improvements and indicate whether any future
utilities are proposed in the area that may require accommodation through
the improved area. Information on existing utilities obtained as a result of the
"B" letter will be used to determine potential utility conflicts and to resolve the
conflicts identified. A copy of the utility data obtained from utility owners will
be provided to the City and the originals will be filed in the project files.
* Prepare Utility Letter "C" during 100% design phase to the affected utility
owners for City to review and approve prior to transmitting to utility owners.
Two sets of half-sized 100% plans will be provided to each utility owner as an
attachment to the letter. The letter will indicate to the utility owners whether
any changes have been made to the project plans since the Utility Letter "B"
and will request written confirmation of utility relocations and utility relocation
schedule. A copy of the utility data obtained from utility owners will be
provided to the City and the originals will be filed in the project files.
* Consultant shall meet with utility companies as needed to ensure that
conflicts are identified and relocations performed if necessary.
* Potholing for utilities task shall be included.
* Lighting Analysis (Optional)
4.4 Plans, Specifications, and Estimate (PS&E):
The Consultant shall prepare complete PS&E documents, which include design
improvement plans for demolition, grading, striping, electrical, drainage, paving, staging,
erosion control, traffic control, and other civil details as well as technical specifications,

and engineer's estimate. The Consultant shall prepare a base map showing existing
information to facilitate the design of all the necessary improvements in accordance with
the City of Stockton Standard Plans and Specifications, current Caltrans Standard
Specifications, and current MUTCD, as appropriate.
Prepare a base map showing existing information to facilitate the design of all the
necessary improvements using the City's latest Benchmark information. The base map
limits shall be sufficient to cover all necessary improvements within the project area. The
project shall use the existing curb-to-curb width. The Consultant shall conform the design
to comply with American with Disabilities Act (ADA). If dual accessible ramps cannot be
installed for this project, the Consultant shall prepare an internal memo for the project file
and provide justifications.
The Consultant shall provide PS&E documents to the City for review at 65%, 90%, and
100% completion stage. The Consultant shall provide one set of full size. 24"X36" plans
(PDF), one set of specifications (PDF, Word) and the engineer's estimate (PDF/Excel) at
each design stage. The Consultant shall utilize Bluebeam software for the PDF submittals.
With each stage of the review, the Consultant shall review and incorporate comments,
create a comment matrix to track all comments, and provide a signed Quality Control
Checklist. Any comments not incorporated into the submittals shall be tracked and
justification provided in the comment matrix. The consultant shall submit a comment
response matrix from the previous submittal with the proceeding PS&E submittal at each
design stage. The Consultant shall provide the City electronic copies of the PS&E after
the 100% comments have been incorporated as a final check prior to the plotting the plans
on mylars.
The Consultant will provide all correspondence and work products for City files.
4.4.1 30% Preliminary Conceptual Layout
The City will provide available project information prepared by a previous
consultant, including topographic survey data, base mapping, traffic memorandum
and preliminary conceptual geometric layout illustrating two design alternatives for
Pershing Avenue and Mendocino Avenue Improvements. The conceptual layout
illustrates potential roadway geometry, lane configurations, bicycle facilities,
pedestrian improvements, and general limits of work. The selected consultant shall
review the available information for completeness and consistency with applicable
City standards and design guidelines. The consultant shall evaluate two
preliminary design alternatives considering feasibility, operation performance,
safety, constructability, right-of-way constraints, and potential utility conflicts. A
summary comparison of the alternative shall be prepared and presented to the City
to support selection of a preferred alternative.
4.4.2 PS&E (65% Complete)
The consultant shall perform a preliminary review of available utility information
to identify potential conflicts with the proposed improvements, including but not
limited to utilities associated with traffic signal infrastructure, curb ramp upgrades,

medians, and bicycle facilities. Coordination with utility providers shall be initiated
as necessary to support the development of the preferred alternative and
advancement of the design to 65% PS&E.
4.4.3 90% PS&E (90% Complete)
The review comments from the 65% submittal shall be itemized and a written
response to the comments shall be prepared in a comment matrix. The original
red-line mark-up from the City shall be returned with the succeeding submittal.
4.4.4 Final PS&E (100% Complete)
Complete design revisions from preliminary design. Detailed project estimates
and specifications shall be included at this stage. The Consultant will provide the
necessary final PS&E documents in a bid-ready form. Project files and the
Project Engineer/Resident Engineer file will also be submitted with the Final
PS&E.
4.4.5 Quality Control
The PS&E shall be subject to quality control reviews before submittal.
These reviews will ensure conformance to City and Caltrans Standards,
as well as minimize typographical omissions. The Consultant will
provide a signed Quality Control Checklist at the time of each
deliverable submittal.
4.5 Public Outreach
The Consultant shall research and develop a stakeholder database of potentially
interested parties, which will be updated throughout the project with names from
the public meeting(s) sign-in; information from the project team; and from
telephone, e-mail and personal contacts. The database will be coded according
to interest and involvement with the project. Among the groups on the
stakeholders list will be the following:
* District 4 Council member and other elected and appointed officials
* Residents and property owners adjacent to the proposed project area
* Businesses and other establishments adjacent to the project area
* Emergency responders
* School District
* Public Transit
* Utility Companies
* Pertinent City staff
* SJCOG
* University of the Pacific (UOP)
* Local Bicycle Groups

* Caltrans
There will be a minimum of two (2) Public Information Meetings to present concepts and
design features to the neighboring residents and businesses, and to the public. The
Consultant in collaboration with City staff, will determine the locations near the project site
to have each meeting. The meetings will be designed primarily to provide information on
the project features, goals, and construction impacts.
The Consultant will schedule the meetings and make all meeting arrangements; write,
design, and issue meeting notices by first-class mail to stakeholders and by third-class
mail to nearby residents; prepare agendas, sign-in sheets, comment sheets, signage, and
other print materials; facilitate meeting proceedings; venue coordination, prepare exhibits
and a PowerPoint presentation for each meeting to illustrate concepts and plan elements;
provide refreshments; record public comments/assist with appropriate responses; and
prepare a detailed meeting report. The consultant shall administer Title VI compliance
documentation at the public meeting. Following the meeting, the Consultant shall develop
a summary of the meeting which will include all feedback received and photographs of the
meeting. The meeting should be scheduled before the 65% plans submittal.
4.6 Coordination/Meetings
The Consultant shall attend a design kick-off meeting and other subsequent meetings with
the City (in-person or virtual), as needed, to finalize the design. The Consultant is
responsible for preparing and distributing the meeting agenda and minutes to all
participants. The Consultant shall attend a pre-construction meeting, a post construction
meeting, and meet and assist staff during construction as required.
The Consultant shall prepare and provide a comprehensive schedule to reflect the
timeframe for each stage/task of the proposed scope of work, utilizing Microsoft Project.
The project schedule shall show the tasks, duration, milestones, assignments, critical
paths, successors, predecessors, and other relevant data. The project schedule should
be maintained and updated monthly throughout the PS&E phase of the project. An
updated project schedule shall be submitted after each review.
4.7 Design Support During Construction'
As part of the proposal, the Consultant shall include bid support services that consist of
assisting the City in addressing inquiries submitted during bidding and design support
during construction phase of the project.
Consultant shall include bid support services that consist of assisting the City in
responding to all Requests for Information (RFI) during the project advertisement phase
as well as preparing any Letter of Clarifications (LOC) that are needed.
The Consultant shall include services for design support during construction which
include, responding to RFI's, submittal reviews and approvals, altering project plans to
address any design changes necessary during construction or inconsistencies (at no
additional cost to the 'City), assist City staff in reviewing Contract Change Orders, attend
construction and field meetings if necessary, assist the City Inspector with specific design-

related issues during construction and any needed consultation with the construction
contractor and/or the City Project Manager throughout construction.
4.8 As-built Drawings
The Consultant should prepare As-built drawings upon receipt of red-lines from the
contractor. The consultant shall provide electronic copies of the As-built sheets. As-built
record drawings shall reflect change orders, accommodation, and adjustments to all
improvements constructed. Prior to accepting the As-Built Plans, City staff will review the
Record Drawings and electronic files to confirm that they reflect what has been
constructed. Electronic files of the As-Built drawings (PDF format) and CAD (DWG or DXF
format) shall be provided in addition to the original As-Built mylars. Changes should be
reflected on the mylars either by hand or a new printed sheet.
4.9 Preserving and Perpetuating Survey Monuments
The Consultant shall identify, list, and show existing survey monuments on construction
plans. Consultant shall file al Corner Record or Records of Survey with San Joaquin
County for monuments within the project limits that have not been previously recorded
and submit a copy to the City. The Consultant shall include language in the PS&E
package to preserve all monumentation affected by the work being performed in
accordance with Section 8771 of the Professional Land Surveyors Act in the Business
and Professionals Code of the State of California. The Consultant shall sign the
Acknowledgement of Monument Preservation form. See Attachment C.
4.10 Performance Outcome
Consultant shall perform and provide to the City before and after construction pedestrian
and bicycle counts in accordance with the Interim Count Methodology Guidance. Before
construction counts shalt be conducted no more than 6 months before the construction
phase begins, and after construction shall be conducted at least 6 months after project
completion (before and after counts must be performed at the same location on the
same days of the week, the same times of day, and the same week of the year, refer to
the ATP Count Methodology Guidance (Attachment D) for count data collection
methods and requirements). The Consultant shall recommend the locations, dates,
times, and counting periods during the design process and submit them to the City for
acceptance.
4.11 Rights of Entry
Consultant shall assist the City in obtaining right of entry documentation from property
owners where work is required on their property. Consultant shall send out letters to
property owners with a right of entry form (provided by the City) and any exhibits
needed to adequately portray the work to be done. These documents are meant for
minor conform work that is needed to conform the adjacent properties to the final project.

4.12 Right-of-Way Utility Analysis
The consultant shall review the project limits, proposed improvements, and available
right-of-way information to identify potential right-of-way impacts associated with the
project. This may include, but is not limited to, impacts related to signal poles, controller
equipment, pedestrian facilities, utilities signing, striping, and other associated
improvements.
If additional right-of-way, temporary construction easements, permanent easements, or
other property rights are determined to be necessary, the Consultant shall notify the City
and provide supporting documentation identifying the anticipated need. The Consultant
shall coordinate with the City to evaluate potential design alternatives that minimize or
avoid right-of-way impact where feasible.
The Consultant shall take lead on appraising properties, preparing plats & legal
descriptions, acquiring right-of-way, and coordinating with the City on deeds, plats, and
related property acquisition documentation necessary for the completion of the project.
Final right-of-way acquisition activities shall be performed in accordance with applicable
local, and state requirements.
5.0 PROJECT GENERAL INFORMATION
5.1 Proposal Submissions

The Fee Schedule must be emailed, separately from the proposal, only to

5.2 Acceptance or Rejection of Proposal
The City reserves the right to negotiate an agreement with the firm submitting the
highest ranking proposal. Also, the City reserves the right to reject any and all
proposals or to waive any irregularity in a proposal if it is deemed to be in the
