Prop 47 Cohort 5 Grant: Employment Services & Emergency Support Services

Tuolumne County is a rural jurisdiction where justice-involved individuals face significant barriers to successful reentry, including limited access to employment opportunities, transportation challenges, and a lack of readily available support services. Many individuals participating in the County’s Proposition 47 initiative—particularly those eligible under Proposition 36—experience chronic unemployment, unstable housing, and unmet basic needs at the time of court involvement or release from custody. These barriers, when unaddressed, contribute to continued system involvement and reduced likelihood of long-term stability.

Local data and partner agency experience indicate that individuals in this population often lack identification, work history, and access to reliable transportation, making it difficult to secure and maintain employment. At the same time, immediate needs such as food, hygiene, and work-related supplies can significantly impact a participant’s ability to engage in services or comply with court-ordered requirements. In a rural setting, these challenges are further compounded by geographic isolation and limited public transit options.

In response, Tuolumne County has developed a coordinated service model that integrates employment services and supportive assistance with treatment and supervision. This approach prioritizes rapid stabilization, workforce engagement, and removal of practical barriers that impede progress. By investing in employment pathways and flexible support services, the County aims to improve participant outcomes, reduce recidivism, and support long-term reintegration into the community.
