Project Scope

The work includes:

  • Milling of existing roadway

  • Tack coat application

  • Superpave HMA 9.5mm scratch and overlay course

  • Installation of a 2% crown on center

  • Adjustment of manholes (rings provided by the City)

  • Sealing all joints

  • Full-depth restoration (as determined after milling) including:

    • Excavation

    • 2A Subbase

    • Superpave HMA 25mm base

  • Coordination with individual utilities for valve box adjustments

  • All necessary appurtenances for a complete job

Bid Security & Contract Requirements
  • Bid Bond: 10% of total bid amount

  • Required Post-Award:

    • Bonds and insurance

    • Execution of agreement and submittal documents

    • 6.9% female workforce participation goal

MBE/WBE & Section 3 Requirements
  • MBE Goal: 5%

  • WBE Goal: 3%

  • Section 3 Requirements (HUD/CDBG funding > $200,000):

    • 25% of labor hours = Section 3 workers

    • 5% of labor hours = Targeted Section 3 workers

Bidders must submit documentation of:

  • Outreach to MBE/WBE and Section 3 business concerns

  • Commitments made to those entities

  • Section 3 businesses may receive bid preference

Reservation of Rights

The City of Shamokin reserves the right to:

  • Reject any or all bids

  • Waive irregularities

  • Negotiate contract amounts

Bid Holding Period: Up to 60 calendar days post-opening for review and qualification checks
