Project Description: Shenandoah Municipal Sewer Authority is requesting Bids for the construction of the following Project:
Bids for the construction of the Project will be received online via the PennBid Program, until Tuesday, September 16, 2025, at 1:00 P.M. local time. Bids will be publicly announced on Wednesday, September 17, 2025, at 3:00 P.M. during a special meeting scheduled Authority meeting. Bid results will be available online at http://PennBid.Bonfirehub.com following the meeting.
The Project includes the following Work:
CONTRACT 1 - GENERAL/MECHANICAL
Construction of a new headworks building including screening, grit removal, and all related items, new UV/Blower Building including blowers, mixing system, and UV disinfection system, rehabilitation of the existing office/control building, new SBR tanks, new digestion tanks, new aeration/pumping/disinfection system, new chemical feed system, utility water system, sludge pumps. The project also includes the demolition of existing tanks and buildings, construction of a new access road from SR 0054, reconstruction of site roadways and parking lot, installation of stormwater drainage system and detention pond. Construction also includes other miscellaneous associated site improvements.
CONTRACT 2 - ELECTRICAL/HVAC
Construction shall include a complete electrical upgrade, including installation of a new electrical service with new poles along the proposed site access drive and coordination with the utility company. Provisions shall be made for temporary power during construction activities to maintain operation of the existing plant while the proposed additions and revisions are constructed. Temporary power is expected to be provided from the proposed panels to the existing lineup. The electrical upgrade shall include a new outdoor diesel generator, and power distribution to the various existing and proposed buildings via underground duct banks. The project also includes a SCADA system consisting of multiple PLCs, fiber networking, and a workstation computer to control, monitor, and alarm the various control systems throughout the plant.

Owner anticipates that the Project’s total bid price will be approximately $21,200,000. The Project has an expected duration of 550 days.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Funding
This Contract is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (RUS).
Pre-bid Conference
A pre-bid conference for the Project will be held on Tuesday, September 2, 2025, at 10:00 AM at the Shenandoah Municipal Sewer Authority – Wastewater Treatment Facility, 5 Mount Olive Blvd, Shenandoah, PA 17976. Attendance at the pre-bid conference is encouraged but not required.

All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer via the PennBid program no later than Tuesday, September 9, 2025, at 10:00 AM.

Domestic Preference
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction material used in this project must be produced in the Unities States.
The Following waivers apply to this Contract:
BABAA De Minimis, Small Grants, and Minor Components.
Bid Acceptance Period
Bid will remain subject to acceptance for sixty (60) days after the Bid opening, except if the award is delayed by a required approval of another government agency (including RUS), the sale of bonds, or the award of a grant, the Owner shall reject all bids or award the contract to the lowest responsible and responsive bidder within ninety (90) days of the bid opening, or for such longer period of time that Bidder may agree to in writing upon request of Owner.”
