Description


City of Reynolds (Owner) is requesting Bids for the construction of the following Project: 100,000 Gallon Clear Well Division IV. Bids for the construction of the Project will be received at Reynold¿s City Hall located at 3 East William Wainwright Street, Reynolds, GA 31076, until Friday, August 14, 2026, at 1:30 PM local time. At that time the Bids received will be publicly opened and read. No bid may be withdrawn after the closing time for receipt of bids for a period of sixty (60) days. Work consists of installation of 100,000-gallon clear well complete with aerator, 500 gpm high service pump assemblies, electrical, fill & discharge piping, and any appurtenance necessary for a complete installation. Contract Time: 365 Days. Copies of the Bidding Documents may be obtained from Watkins & Associates, LLC, 1606 Whiddon Mill Road, Tifton, Georgia 31793, (229) 388-8823 (Office of the Engineer), upon payment of a non-refundable fee of $300.00 (cash or check) or $309.00 (credit/debit card) for each set. Prospective Bidders may examine the Bidding Documents at Reynold¿s City Hall, 3 East William Wainwright Street, Reynolds, GA 31076, or at the Office of the Engineer at Watkins & Associates, LLC, Monday through Friday, between the hours of 8:00 a.m. and 5:00 p.m. Upon receipt of the required payment, Watkins & Associates, LLC will transmit the digital Bidding Documents by electronic download link. The date the Bidding Documents are transmitted shall be considered the prospective Bidder's official date of receipt. Partial sets of the Bidding Documents will not be issued. Neither the Owner nor the Engineer will be responsible for the completeness or accuracy of any full or partial sets of the Bidding Documents, including any Addenda, obtained from sources other than those issued by the Office of the Engineer.

ADVERTISEMENT FOR BIDS
PART 1 GENERAL NOTICE
1.01. COMPETITIVE COST SEALED BIDS
City of Reynolds (Owner) is requesting Bids for the construction of the following Project:
Water System Improvements Division I-V. Bids for the construction of the Project will be
received at Reynold's City Hall located at 3 East William Wainwright Street, Reynolds,
GA 31076, until Friday, August 14, 2026, at 1:30 PM local time. At that time the Bids
received will be publicly opened and read. No bid may be withdrawn after the closing time
for receipt of bids for a period of sixty (60) days.
1.02. CONTRACTOR LICENSE
Any Contractor submitting a bid must be licensed to perform work in the State of Georgia.
License numbers must be written on the face of the bid envelope. No bid will be opened
unless the license number is clearly shown. See Instructions to Bidders for additional
bidding requirements.
1.03. SCOPE OF WORK
Separate Bids will be received for the following Contracts:
Division I - Water System Improvements: Work Consists of approximately 47,000 L.F
of 2, 6, 8, & 10 Inch watermain replacement, gates vales, fire hydrants, jack & bore steel
casings, transfer of approximately 15 metered services, erosion control, road restoration,
and all appurtenances necessary for a complete project. Contract Time: 365 Days
Division II - New Deep Well & Chemical Feed Building: Work consists of installation
of new 500 GPM gravel packed deep well, chemical feed building, Sodium Hypochlorite
feeds system, Phosphate system, Fluoride system, lime slurry system, altitude valve
assembly, standby power, Scada System, fencing, erosion control, Collins Street
Renovations, and any appurtenances necessary for a complete project. Contract Time:
365 days
Division III - 200,000 Gallon Elevated Water Storage Tank: Work Consists of
installation of a 200,000-gallon elevated water storage tank complete with electrical,
grading, yard piping to altitude valve assembly. Contract Time: 365 days
Division IV - 100,000 Gallon Clear Well: Work consists of installation of 100,000-
gallon clear well complete with aerator, 500 gpm high service pump assemblies,
electrical, fill & discharge piping, and any appurtenance necessary for a complete
installation. Contract Time: 365 Days

Division V - Automated Metering Infrastructure (AMI): Work Consists of the
installation of approximately 437 automated meters, data collector, transfer of meter data
(new serial number, gps coordinates, etc.) into billing software, needed repairs and all
associated measures for the complete project. Contract Time: 180 Days
1.04. PRE-BID CONFERENCE
A pre-bid conference will be held at 10:00 AM local time on Friday, July 31, 2026, at 3
East William Wainwright Street, Reynolds, GA 31076. Attendance at the pre-bid
conference is highly encouraged but is not mandatory.
1.05. PLANS AND BIDDING DOCUMENTS
Copies of the Bidding Documents may be obtained from Watkins & Associates, LLC, 1606

1.06. REQUESTS FOR INFORMATION

1.07. PREQUALIFICATION OF BIDDERS
Prequalification may be required of Bidders prior to the award of contract. At the Owner's
request, detailed written evidence such as financial data, bonding capacity, previous
experience, present commitments, and other such data may be necessary to assist Owner
in determining Contractor's qualifications shall be provided per the Instructions to Bidders
contained in the contract documents.
1.08. BONDS
All bid forms must be accompanied by a Bid Bond or a certified cashier's check in an
amount not less than ten percent (5 %) of the amount bid. All bonds shall be by a surety
company licensed in Georgia with "A" minimum rating performance and financial strength
of at least five (5) times the contract price as listed in the most current publication of "Best's
Key Rating Guide Property Liability". The successful bidder, if awarded the Contract, will
be required to furnish a Performance Bond and Payment Bond, each in the amount of one
hundred percent (100%) of the Contract amount. All bonds must appear on the Treasury
Department's most current Circular 570 Listing. Each Bond shall be accompanied by a

include the date of the bond.
1.09. PERMITS
All anticipated federal, state, or local permits required for the project have been applied for
and are expected to be approved prior to issuance of the Notice to Proceed.
1.10. GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT
All qualifying Contractors and Subcontractors performing work with the City of Reynolds
must register and participate in the federal work authorization program commonly known
as E-Verify, or any subsequent replacement program, to verify the work eligibility
information of new employees. In order for a Bid to be considered, it is mandatory that the
Bidder's Affidavit of Compliance with O.C.G.A. 13-10-91 be completed and submitted
with the Bid.
1.11. FUNDING SOURCES
Any Contract or Contracts awarded under this Advertisement for Bids will be funded by a
grant/loan from the USDA Rural Development, Georgia Environmental Finance Authority
and special funding requirement will apply to these programs.
1.12. DOMESTIC PREFERENCE
This project is subject to the Build America, Buy America Act (BABAA)
requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA),
Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel,
manufactured products, and construction materials used in this project must be
produced in the United States.
The following waivers apply to this Contract:
BABAA De Minimis, Small Grants, and Minor Components
1.13. RESERVATION OF RIGHTS
Owner reserves the right to reject any or all Bids, including without limitation, the rights
to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to
reject the Bid of any Bidder if Owner believes that it would not be in the best interest of
the Project to make an award to that Bidder, whether because the Bid is not responsive or
the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent
standard or criteria established by the Owner. Owner reserves the right to waive
informalities and to re-advertise.
