Express Lanes Infrastructure Maintenance Services

Project Description: The Alameda County Transportation Commission (Alameda CTC) is seeking statements of qualifications (SOQs) from qualified consultants to provide maintenance of freeway infrastructure on the I-580 and I-680 Express Lanes in Alameda County for Alameda CTC. The anticipated performance period is for an initial period of 36 months from January 2026 to Janaury 2029 with options for up to 2 additional years of service.
This contract will be funded entirely by express lanes toll revenues and as such, will not be subject to any Disadvantaged Business Enterprise (DBE) goals or the Alameda CTC Local Business Contract Equity Program. However, Alameda CTC strongly encourages each proposer to consider the use of disadvantaged, local and/or small business enterprises in its proposal.
Responses should be submitted in accordance with the requirements and instructions set forth in this Request for Qualifications (RFQ). The RFQ documents have been posted on Alameda CTC’s Procurement Portal. Prospective proposers are responsible for registering and submitting SOQs via the Procurement Portal.
