The City of Thousand Oaks is soliciting proposals from qualified firms to provide as-needed temporary water, wastewater, and stormwater bypass services. Services may include temporary bypass pumping, diversion, dewatering, flow management, temporary conveyance systems, installation, operation, monitoring, maintenance, demobilization, emergency response, and related services in support of City's water, wastewater, stormwater, flood control, and related public infrastructure.
The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.
The City owns and maintains an extensive network of water, wastewater, stormwater, and flood control infrastructure. Temporary bypass services are periodically required to support planned maintenance, emergency repairs, capital improvement projects, and other operational needs while ensuring service continuity, protecting public health and safety, and minimizing impacts to the public and the environment. The selected Service Provider will provide the specialized personnel, equipment, and resources necessary to respond to planned and emergency situations on an as-needed basis throughout the term of the Agreement.
