Educational Staffing Services

The Capitol Region Education Council (CREC) is seeking qualified educational staffing service providers to support its ongoing efforts to ensure continuity of services when permanent positions cannot be immediately filled. It is CREC’s strong preference and intent to hire qualified individuals directly into permanent roles whenever possible. This RFQu is not intended to replace full-time or union-represented staff positions but to provide temporary coverage during periods of vacancy or extended leave to avoid disruption of services to students.

CREC remains committed to providing excellence in education. Any staffing services engaged under this RFP are expected to supply highly qualified, dedicated, and technologically proficient personnel who can serve a diverse student population and follow established Individualized Education Programs (IEPs), while supporting the work of CREC’s permanent teams.

The Capitol Region Education Council (CREC) is the first and largest of Connecticut's six Regional Educational Service Centers (RESCs). It serves thirty three member public school districts of north central Connecticut. CREC was established in 1966 as a grassroots effort of local school districts under the provisions of the Connecticut General Statute (C.G.S.), Section 10-66 a.-n. The Connecticut State Department of Education is CREC’s regulatory State agency.

Publicly elected board of education members appointed by each member school district served by CREC as CREC Council directors govern CREC. The office term of such appointed Council directors cannot exceed four years. The Council appoints an executive director to serve as the executive agent of CREC. Pursuant to C.G.S. 10-66c, CREC, as a regional educational service center, is a body corporate and politic and, as such, is a public educational authority acting on behalf of the State of Connecticut. The Internal Revenue Service has determined CREC to be an organization described in Section 170 (c) (1) of the Code. CREC's mission is to improve the quality of public education through cooperative programs.

Vendors selected through this RFQu may be engaged to provide services to any CREC program, including CREC Magnet Schools and the full continuum of Student Services programs. Providers must be prepared to deploy qualified personnel to a variety of educational environments, ranging from traditional classroom settings to specialized therapeutic and transition-based programs.

CREC Student Services Programs include:

• John J. Allison Polaris Center: A comprehensive therapeutic school serving students from kindergarten through high school graduation. Polaris provides trauma-informed educational and clinical programming, offering individualized and supportive environments that foster academic and social growth.

• River Street Schools and Programs: This includes River Street School (Windsor), River Street Autism Program (Bloomfield), and the Early Learning Center. These programs serve neurodivergent students aged 3–22 with behavioral, communicative, and neurological disorders, including autism, offering comprehensive academic, life skills, and therapeutic instruction.

• Regionally Collaborative-Based Programs: Developed in partnership with local districts, these programs offer efficient and collaborative service delivery to students across the region. Current programs include:
  
  

  • Farmington Valley Diagnostic Center: An interim educational setting for students in transition or facing challenges in their home schools. The program focuses on skill development, self-awareness, and successful reintegration into schools and communities. Priority is given to the twelve Farmington Valley member districts, though other districts may request placement as space allows.

  • STRIVE (Southern Transition Real-World and Independent Vocational Education): A transition program for young adults with disabilities (ages 18–22) focusing on independent living, social, and employment skills. Participants engage in community-based work experiences tailored to their strengths and preferences, guided by individualized plans developed during PPT meetings.
    
    

Staffing service providers should be prepared to support the unique needs of these programs and demonstrate flexibility, sensitivity, and specialized expertise where required.

There is no expressed or implied obligation for CREC to reimburse firms for any expenses incurred in preparing proposals in response to this request.

During the evaluation process, CREC reserves the right, where it may serve CREC's best interest, to request additional information or clarification from proposers, or to allow corrections of errors or omissions. At the discretion of CREC, firms submitting proposals may be requested to make oral presentations as part of the evaluation process.

CREC reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the firm of the conditions contained in this request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between CREC and the firm selected.

It is anticipated the selection of a vendor will be completed by 7/30/2025. Following the notification of the selected firm, an engagement letter will be executed between both parties within 30 days of approval.
