Technical Assistance Services-Energy Savings Performance Contracts

The Georgia Environmental Finance Authority (GEFA) is interested in receiving responses from firms interested in providing Owner¿s Representative consulting services to provide technical assistance to Local Governments and possibly other governmental entities in Georgia in securing ESPC, specifically regarding the Guaranteed Energy Savings Performance Contracts (GESPC) program administered through GEFA and the Energy Services Division (ERD). It is envisioned that one or more successful, qualified energy services consultant firms could assist smaller local government entities in engaging Energy Service Providers through GEFA¿s GESPC program, including providing accessible guidance on ESPC requirements, feasibility studies, direct engagement in phases of ESPC processes, monitoring, and measurement and verification (M&V) support, among other potential technical assistance for the local government entities.
