Request for Proposals for Emergency Preparedness, Outbreak Response, and Sustainable

Institutionalization Activities in select districts of Bangladesh

Q1: Please confirm whether a legally registered Bangladeshi private limited

consulting/research company is eligible to participate as the prime Offeror.

A1: Yes, a legally registered Bangladeshi private limited consulting/research company is eligible

to participate as the prime Offeror, provided it meets all other eligibility and qualification

requirements specified in the solicitation.

A private limited company registered in Bangladesh may submit an offer as the lead applicant

Q2: Can the prime Offeror include a department of a public university, such as the

Department of Virology, Bangladesh Medical University (BMU), as a non-contracting

technical/academic collaborating institution?

A2: A public university department may participate as a non-contracting technical or academic

collaborator, provided it does not receive USG funding under the award and the arrangement complies

with the requirements of the solicitation and resulting award

Q3: Does the solicitation permit formal Joint Venture, consortium, or association

arrangements? If so, please clarify any requirements regarding the lead organization and

contractual responsibility

A3: Formal JV, consortium, or association arrangements are not prohibited by the solicitation; however,

the Lead Offeror remains responsible for contractual performance and any such arrangement must

comply with applicable requirements and be fully disclosed as appropriate.

Q4: Regarding the requirement for at least five years of relevant experience, must this be

exclusively the corporate experience of the Offeror? We would also appreciate clarification

on the types of public health assignments that may be considered “similar technical support.”

A4: Please check details in RFP Section 8 (bullet VIII),

“Proven experience implementing assignments of similar scope and complexity, preferably under

U.S. Government or other international donor-funded public health or Global Health Security

programs. Offerors should provide at least three relevant references completed within the past five

years”

Section 9 (point 4 and 5) for details.

“Relevant Project References (not to exceed 1 page; not included in the 10-page restriction) – A

list of recent projects (within the past five years) of similar scope and complexity. Please include a

brief description of each project, the contract amount, and contact details (provide the name, email

and phone, and other contact information) of at least three references that can be contacted by FHI

360 to verify the organization’s past performance”

Regarding similar Technical Support, refer to Section 8 (bullet III).

“Offerors shall demonstrate proven experience in one or more of the following:

o Public health emergency preparedness and response.

o Multisectoral and One Health coordination.

o RRT strengthening and training.

o Emergency preparedness planning and development of SOPs and technical guidance.

o Facilitation of simulation exercises and after-action reviews.

o Monitoring, evaluation, and documentation of lessons learned.

o Organization should have presence and/or capability to work in the Geographical

location proposed in the Proposal.

Q5. Is there any recommended minimum or maximum number of districts/upazilas that an

Offeror should propose within the indicative award range of USD 40,000–65,000?

A5: No, there is no minimum or maximum limit. We leave this to the discretion of the Offeror.
