    INVITATION FOR BID
    Riverfront Park Amphitheater Re-roofing Project
    The City of Sedro-Woolley is soliciting bids under the City’s Small Works Roster utilizing MRSC Rosters for the
    installation of a new metal roof on an amphitheater stage covered building at Riverfront Park located at 1001
    River Rd, Sedro-Woolley, WA 98284. The current roof is made up of cedar shakes and covers an area of
    approximately 2,150’ square feet. Please see “Exhibitsfor photos of the amphitheater and roof.
    Instructions to Bidders:
    The existing shake roof is made up of a single layer of shakes, installed over tar paper underlayment and
    sheathing. The roof is approximately 20 years old. Proposals shall be submitted according to the following:
    Bids shall include total costs including obtaining necessary licenses and permits (local and/or state), mobilization,
    labor, tools and equipment necessary to safely complete the job, hauling off materials, waste and cleanup of the
    site. City of Sedro-Woolley Roofing permit will be required.
    Materials and Construction provided for this project will be per City of Sedro-Woolley Public Works Department
    Standards, International Building Code and the current edition of the Standard Specifications for Road, Bridge
    and Municipal Construction.
    Specifications:
    Remove and dispose of existing shake roof.
    Replace any rotten facia boards on the building as necessary.
    Supply and install high temp ice and water shield underlayment.
    Install new 24-gauge hidden fasteners roof panels. (Nu-Ray Metals Series 1750 charcoal gray color)
    Install all drip edge metal, starter metal, fascia cap, flashing, and clerestory metal as needed.
    Install new continuous gutter.
    Provide manufacturer’s warranty.
    Provide workmanship warranty for a minimum of 1 year period after project acceptance.
    Any construction debris shall be hauled away and disposed of properly and legally.
    Job site will be left clean at the end of each workday.
    Other Criteria:
    Coordinate roofing installation so that during installation, no insulation, or other components of the building
    are not left exposed at the end of the workday, and subject to precipitation damage.
    It shall be the contractor’s responsibility to respond immediately to correction of roof leakage during
    construction. In the event of water penetration during rain or storm, the contractor shall provide for repair
    or protection of building contents and interior.
    Contractor shall verify all existing site conditions.
    City requires the roofing project to be completed prior to November 1, 2026, as a condition of bid award.

    Field Supervision
    Contractor shall maintain a full-time Supervisor/Foreman on the job site during all phases of roofing work
    while roofing work is in progress.
    Submittals
    Contractor shall submit product data and samples of material to be used.
    Contractor shall provide manufacturers maintenance instructions that include recommendation for
    periodic inspection and maintenance of all completed roofing work and shall provide product warranty
    executed by the manufacturer.
    Contractor shall provide warranty documents before final acceptance of the work.
    Engineers Estimate
    $18,000-$25,000
    Pre-Bid Job Walk:
    There will be no pre-bid walkthrough for this project. The building is located in a city park and is available for
    inspection by interested contractors at any time.

    State prevailing wage rates per Washington State Department of Labor and Industries are required. For current
    rates in Skagit County use the following link: https://secure.lni.wa.gov/wagelookup/ and use the bid close date
    as the effective date.
    RCW 39.04.350 establishes bidder responsibility criteria. Before the City may accept a contractor’s bid, the
    contractor must:
    Be a registered contractor at time of bid submittal (RCW 18.27.020)
    Have a current state Unified Business Identifier (UBI) number
    Have industrial insurance coverage as verified by WA Labor and Industries (RCW Title 51)
    Have an Employment Security Department number (RCW Title 50)
    Have a state Excise Tax Registration number (RCW Title 82)
    Have never been disqualified from bidding under RCW 39.06.101 or 39.12.065(3)
    If bidding on a public works project subject to the apprenticeship utilization requirements in RCW
    39.04.320, must not have been found out of compliance by the WA State apprenticeship and training
    council for the one-year period immediately preceding the date of the bid solicitation.
    Bidders must have received training on the requirements related to public works and prevailing wage
    under RCW chapters 39.04.350 and 39.12.
    Bidders within the three-year period immediately preceding the date of the bid solicitation, may not have
    been determined by a final and binding citation and notice of assessment issued by the WA Labor and
    Industries or through a civil judgement entered by a court as defined in RCW 49.48.082, any provision of
    49.46, 49.48, or 49.52 RCW.
    Bidders shall register or maintain registration on MRSC Rosters at http://www.mrscrosters.org prior to bid
    solicitation. Bidders not on the roster prior to solicitation will be considered non-responsive. Successful bidders
    must have or shall obtain a Sedro-Woolley business license at https://dor.wa.gov/city-license-
    endorsements/sedro-woolley prior to any payment and be current with all applicable licenses, taxes, and fees
    owed to the City of Sedro-Woolley.

    Interested contractors are to submit the requested forms as provided and have completed training prior to bid
    submittal:
    Bid Proposal Form utilizing the form provided.
    Supplemental Bidder Responsibility Criteria including references utilizing the form provided.
    Certification of Compliance with Wage Payment Statutes utilizing the form provided.
    Must have received training related to the public works and prevailing wage requirements or be exempt
    as verified by WA Labor and Industries (RCW 39.04.350(1)(f)) prior to bid submittal.
    Bid proposals are due by 2 pm on Tuesday, August 25, 2026. Bids may be submitted in person, by U.S. Mail, or

    award.
    The basis for selection will consist of comparison of lump sum bid and a review of qualifications and references.
    The City of Sedro-Woolley reserves the right, without any liability on our part, to accept a proposal of the bidder
    submitting the lowest responsible bid, to reject any or all bids, revise or cancel the work to be performed, or do the
    work otherwise, if the best interest of the City is served thereby.
