Sole Source - State of Colorado Employee STD & LTD Benefits

The Department of Personnel and Administration (DPA) will issue a new solicitation for these services in State Fiscal Year (SFY) 2027. This Sole Source request is required to align the current contract's expiration date with the conclusion of the final Plan Year. The original contract was executed in February 2022 to accommodate necessary implementation and open enrollment activities ahead of the July 2022 June 2023 Plan Year. Because of this early kickoff, the contract's standard five-year term expires in February 2027, failing to cover the entirety of the final Plan Year (which runs through June 30, 2027). Because DPA cannot transition to a new insurance provider mid-Plan Year, Unum Life Insurance Company of America is the only provider capable of providing services through June 30, 2027. This extension bridges the gap from February 2027 to June 2027, ensuring continuous coverage and allowing for a proper implementation period and overlapping contract terms for the existing and new contract should a new vendor be selected during the SFY 2027 solicitation.
