Sealed Bids for this project shall be accepted by the County Manager’s Office, South Wing,
Talbot County Courthouse, 11 North Washington Street, Suite #13, Easton, Maryland, 21601, until
10:30 a.m. local time on Thursday, June 25, 2026, at which time they shall be opened and read
aloud. Emailed or faxed bid proposals will not be accepted. Incomplete or untimely bids shall not
be considered. It is the bidder’s responsibility to ensure that their bid proposal is complete and
submitted in a timely maimer. The County assumes no responsibility to notify bidders of
incomplete or untimely bids.
Talbot County, Maryland (the “County”) is seeking bids to farm the land at the Countyowned
Bio-Solids Facility located at 9786 Klondike Road, Easton, Maryland using regenerative
agricultural practices. The farmer shall plant corn and/or soybeans, along with cover crops, on the
49.3-acre parcel of non-irrigated land, consistent with the Nutrient Management Plan. On the 44.6-
acre parcel of irrigated land that is subject to a Discharge Permit, the County requests the planting
of conventional corn only. After the corn has been harvested, a cover crop consisting of clover and
wheat shall be planted. The cover crop within the permitted area shall be killed off mechanically,
not burned off. As part of the bid, the farmer shall submit to the County their plan for implementing
regenerative agricultural practices by listing the use of either a compost tea or compost extract and
planned practices for planting the conventional corn and cover crops, noting the fixation of
nitrogen in the soil and the management of phosphorus. The current removal rate of nitrogen and
phosphorus must be maintained, and no additional nitrogen or phosphorus shall be added to the
soil in the permitted sprayed area. The land lease should include maintenance of noxious weeds
and preparation of a bid to be provided to the Bio-Solids Manager in December for maintenance
of the entrance road, to include two (2) scrapings for the following year and two (2) ten-ton
truckloads (12 cubic yards) of #57 stone gravel, with tickets for the gravel included in the annual
payment provided in December of each year.
The sprayed areas are permitted under the Bio-Solids Facility’s Discharge Permit, and it
is critical that the farming practices used support Discharge Permit compliance. The fanner shall
coordinate with the Bio-Solids Facility operators during the spray season, and the farmer is
required to plant a cover crop within seven (7) days after harvesting the corn and/or soybeans,
weather permitting. The farmer shall maintain the Nutrient Management PLan and comply with the
submitted Nutrient Management Plan. As outlined in the Nutrient Management Plan, 93.9 acres
are farmed, with 44.6 acres using spray irrigation to water the corn.
The County Council of Talbot County, Maryland reserves the right to reject any or all bids,
or to accept any bid, alternate, or any portions thereof when, in their judgment, the public will be
better served.
