Notice is hereby given that Online Bids will be received by the City of Minot (Owner) until 2:30 p.m., Wednesday, October 28, 2026, via QuestCDN for the furnishing of all labor and material for the construction of the following project: MOT Airfield Utilities (Sewer, Water, Lift Station) – Non-Federal.

For this project, bids will ONLY be received electronically. Contractors submitting an electronic bid will be charged an additional $42 at the time of bid submission via the online electronic bid service QuestCDN.com. To access the electronic Bid Worksheet, download the project document and click the online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted. Bids shall be completed according to the Bidding Documents prepared by SEH dated September 9, 2026.
A pre-Bid conference will not be held for this project.
Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
Each bidder must possess a valid North Dakota contractor’s license for the full amount of their bid, as required by Section 43-07-07 of the North Dakota Century Code. Each bidder MUST enclose a copy of their Contractor’s License or Certificate of Renewal, issued by the North Dakota Secretary of State, with their Bid, and each license must be valid and dated at least 10 days prior to the date set for bid opening, as required under Section 43-07-12 of the North Dakota Century Code.
The City of Minot reserves the right to reject any and all Bids, to waive irregularities and informalities therein and to award the Contract in the best interests of the City of Minot.
The City of Minot is a Title VI community. Title VI assures that no person or group of persons may, on the grounds of race, color, national origin, sex, age or disability, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any and all programs or activities administered by the City. Contractor must also comply with Title VI requirements.
