INVITATION FOR BIDS (IFB)
STATEWIDE HABITAT MANAGEMENT SEED ORDER
Dear Prospective Bidders:
The Bureau of Wildlife Habitat Management (BWHM) of the Pennsylvania Game Commission
(PGC) is soliciting bids for multiple habitat and cover crop seed mixtures, to be planted on State
Game Lands across the Commonwealth of Pennsylvania.
Bids are to be submitted electronically through the Commonwealth’s “PA Supplier Portal”
system by 2 PM on Wednesday, March 4th, 2026. If you have not registered as a vendor with
the Commonwealth in the past, you must register first at www.pasupplierportal.state.pa.us
prior to submitting an electronic bid. Any questions regarding the “PA Supplier Portal” may be
directed to Bobbi Mercer (bmercer@pa.gov) at 717-787-6594.
The bid shall be awarded on a line-item basis. This bid will be awarded as two separate line
items, with each project being an individual line item. The per unit and total bid price shall
include the cost of all labor, materials, delivery, and all miscellaneous expenses necessary for
the completion of the tasks specified in the attached “General Specifications” of this bid packet.
Prices bid shall be in United States dollars and cents only. Payment will be dispersed based on
the amount of the specified work completed as per the requirements listed in this bid packet
and attached documents. Work may begin after the PO is received by the vendor. The
specified habitat and cover crop seed mixtures must be received at each PGC Regional Office
by no later than May 15th, 2026.
The attached documents provide all necessary seed mixture specifications, delivery
instructions, regional contact information, etc. Any questions about this request for bids can be

GENERAL SPECIFICATIONS
PENNSYLVANIA GAME COMMISSION
BUREAU OF WILDLIFE HABITAT MANAGEMENT
I. SCOPE OF WORK:
A. The Pennsylvania Game Commission (PGC), Bureau of Wildlife Habitat Management (BWHM)
requires multiple habitat and cover crop seed mixtures to be planted on State Game Lands
across the Commonwealth of Pennsylvania.
It is the purpose and intent of this document to provide specifications for all habitat and cover
crop seed mixtures to be delivered to the PGC by the successful bidder(s). Services shall include,
but are not limited to, the furnishing of all stated habitat and cover crop seed mixtures in the
specified quantities and varieties. Services shall include the expense to harvest, manufacture,
dry, package, and distribute all habitat and cover crop seed mixtures to the PGC Regional
Offices specified on the following pages.
All Purchase Orders require the contractor to provide the seed, packaging, shipping materials,
shipping expenses, and all miscellaneous expenses to complete the requested services.
B. This project is being bid on a line-item basis. This bid will be awarded as two separate line
items given the following category names: 1) Habitat Seed Mixtures; and 2) Cover Crop Seed
Mixtures.

II. CONTRACT TASKS:
A. The successful bidder(s) (hereafter vendor) shall fulfill all obligations of this contract by
May 15th, 2026.
B. Seed Mixtures – The vendor is required to provide all seed mixtures specified in the
attached specifications sheet (Attachment 1). The vendor will also provide all shipping
materials, and associated labor and services. All habitat and cover crop seed mixtures in
the specified quantities and varieties shall be received by the Pennsylvania Game
Commission no later than May 15th, 2026.
C. Vendor shall comply with all specifications and shipping instructions specified in
Attachment 1 - “Seed Mixtures, Packaging, and Shipping Specifications”.
III. CONTRACT REQUIREMENTS:
A. Vendor shall fulfill all obligations of the contract by no later than May 15th, 2026.
B. The vendor agrees to comply with all specifications in Attachment 1 - “Seed
Mixtures, Packaging, and Shipping Specifications, and Attachment 2 - Species/Variety
Tables for Habitat and Cover Crop Seed Mixtures.” The Commission reserves the
right to reject any or all bids.
C. Failure to comply with any of the terms or conditions of this contract may result in
cancellation of the agreement, and claim may be made against the surety or the
security for all or part of the damages sustained by non-compliance.
D. Any extension of time under the contract, or forbearance of cancellation and claim
against the surety will not result in a release of surety or the vendor from their
obligations under the contract and the surety.
IV. BID AWARD:
The bid shall be awarded on a line-item basis. This bid will be awarded as two separate
line items, with each line-item listed below:
A. Line Item #1: Habitat Seed Mixtures – 14 seed mixtures, totaling
approximately 4,906 pounds.
B. Line Item #2: Cover Crop Seed Mixtures – 12 seed mixtures, totaling
approximately 10,100 pounds.
The bid for each line item will be awarded to the bidder(s) with the lowest total price for
the specified line item. A purchase order will be awarded to the successful vendor(s) for
each line-item of this project.

The Commission reserves the right to reject any or all bids and to choose the bid that, in
its sole opinion, best meets the needs of this project of the Commission.
ALL VENDORS WHO CONDUCT BUSINESS WITH THE PENNSYLVANIA GAME
COMMISSION MUST HAVE A VENDOR NUMBER ASSIGNED TO THEM IN ORDER TO
RECEIVE PAYMENT FROM THE COMMONWEALTH.
V. CONTRACT TERM:
The contract term shall commence upon the vendor’s receipt of the fully executed
Purchase Order (PO). The requested habitat and cover crop seed mixtures in the
quantities and varieties specified must be received by May 15th, 2026. This contract will
not be extended beyond May 29th, 2026, for any reason.
VI. PAYMENT TERMS:
Payment shall be made on a per pound basis for each of the 4,906 pounds of habitat seed
and 10,100 pounds of cover crop seed properly shipped and received by the PGC as
determined by the specified PGC representative or his/her designee.

ATTACHMENT 1 – Seed Mixtures, Packaging, and Shipping
Specifications
1. This contract requires the vendor to supply the Pennsylvania Game Commission with 14
habitat seed mixtures and 12 cover crop seed mixtures in various quantities, that
include many species/varieties. All 14 habitat seed mixtures specified total
approximately 4,906 pounds (in bulk pounds). All 12 cover crop seed mixtures specified
total approximately 10,100 (in bulk pounds).
2. The specified varieties/ecotypes must be supplied for each requested species, when
available. If the requested varieties/ecotypes are not available for any species requested
as part of the specified habitat and cover crop seed mixtures, suitable
varieties/ecotypes for Pennsylvania can be substituted when needed, with prior
approval from the Commission.
3. All habitat and cover crop seeds supplied by the vendor SHALL NOT be treated with any
neonicotinoid pesticide seed coatings. Only neonicotinoid free seeds will be accepted
by the Commission to fulfill this contract.
4. Legume species supplied as part of specified mixtures should be pre-treated with
species-specific bacterial inoculants as required, according to standard industry
protocols.
5. All habitat and cover crop seed mixtures supplied by the vendor shall be provided in a
quantity of bulk pounds. Tested germination rates shall exceed current industry
minimums for all species of seed supplied.
6. All seeds shall have been properly collected and handled following standard industry
protocols and stored to ensure optimum germination during calendar year 2026.
7. All habitat and cover crop seed mixtures supplied by the vendor shall be shipped in
appropriate bags for transporting seed. For identification purposes, each bag containing
seed shall be labeled at a minimum with the following: hybrid, variety and species
name, seed purity percentage, tested germination rate, test date, noxious weed
percentage, sell by date, and lot number. Individual seed mixture bags shall not exceed
a net weight of 50 pounds.
8. Habitat and cover crop seed mixtures delivered to each Pennsylvania Game Commission
Regional Office must include the following habitat and cover crop seed mixtures in the
specified quantities (in bulk pounds) and varieties (see species/variety tables in
Attachment 2), for each line item:
A. Line Item #1: Habitat Seed Mixtures – 14 seed mixtures, totaling
approximately 4,906 pounds.
