1. Statement of the Project
Equipment is needed for field staff to perform gas migration investigations and quantify gas percentages for carbon emissions. Items approved on the General, IIJA, and MERP spend plans. Equipment is being ordered for the Northwest, Northcentral, and Southwest Regions, as well as the IIJA and MERP personnel in one order to reduce costs by bulk ordering.

3. Instructions to Bidders
a. The Department of Environmental Protection (DEP), Bureau of Office Services, is requesting price bids for the following items listed in the Invitation for Bid (IFB) item list section. The bidder must supply a price for all items. Award will be made based on the lowest grand total price.
4. Delivery
a. Physical delivery location: DEP Oil and Gas, 230 Chestnut, Meadville, PA 16335. Attention: Mary Slye 2nd Floor (814) 332-6325.
b. Please include all costs including shipping/handling within the costs of the line items supplied, i.e. bid prices must be FOB destination. No additional costs will be allowed.

6. Bid Submission
a. All Bids must be submitted electronically through the Department of General Services’ (DGS) eMarketplace website. The eMarketplace website is located at http://www.emarketplace.state.pa.us. DEP is not responsible for the maintenance of the eMarketplace website.
b. 7. Estimated Quantities
a. The quantities contained in the IFB section are estimated only and may increase or decrease depending upon the needs of DEP. Ancillary items may be added to this acquisition (purchase order) at the discretion of both parties at a mutually agreed upon price.
b. Payment to the contractor shall be made within approximately 30 business days after invoice receipt at the unit bid price for the quantities supplied.
8. Requirements
a. See (page 1 of this specification) item list section for listing of parts.
b. Bascom-Turner Instruments is the requested manufacturer for all items contained in this bid.
c. Warranty – Manufacturer’s warranty provided on all products.
9. Award
a. Award will be made to the responsible responsive bidder based on the lowest grand total price.
b. Bidders are required to complete and return the “Reciprocal Limitations Form” electronically attached to the IFB file. Reference see Title 62 Pa C.S. Section 107.
c. Awards under this solicitation have been funded by the Infrastructure Investment and Jobs Act (IIJA) of 2021 and/or the Inflation Reduction Act (IRA) of 2022.
