Request for Qualifications Statements
Engineering Services
Whiteville Road Force Main
Pursuant to 2 C.F.R. § 200.320(b)(2), Brunswick County (“County” or “Owner”) is requesting qualifications statements from qualified engineering, environmental, and water resource firms for the services associated with design of the Whiteville Road transmission system force main. The Whiteville Road Force Main Project will result in the construction of approximately 49,000 feet of force mains with 19,000 linear feet of 12” line and 30,000 linear feet of 16” line from U.S. Highway 17 along Whiteville Road in Brunswick County. The selected firm shall verify the exact size and design of the force main. Once constructed, the additional transmission capacity created by the project will expand wastewater services into currently unserved areas.
Project Funding and Requirements
It is anticipated that the Whiteville Road Force Main Project will be funded with federal grant funds from the Economic Development Initiative – Community Project Funding, a program under the U.S. Department of Housing and Urban Development (“HUD”).
In accordance with the foregoing, firms interested in being considered for this work must agree to strictly adhere to all terms and conditions contained herein and in the Professional Services Agreement, attached hereto or as may be amended from time to time, as required by HUD. Firms not agreeing to all terms and conditions are expressly prohibited from submitting a qualifications statement for consideration.

For consideration, three (3) hard copies and one (1) electronic copy on a USB drive of the response to this Request for Qualifications must be received by the County by close of business (4:30 p.m. ET) on February 18, 2025. Brunswick County will not be responsible for the failure of any mail or delivery service to deliver responses prior to the stated date and time. Regardless of the manner of submission, any response received after the stated date and time will not be considered. Incomplete responses or responses inconsistent with the required format may be disqualified from consideration.
