SPECIFICATIONS
Washington Place Driveway Recoating
DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES
CENTRAL SERVICES DIVISION
I. SCOPE
The Contractor shall furnish all labor, materials, equipment, traffic control, and
supervision necessary to clean and seal existing surface cracks, apply a leveling layer
over low spots, and apply a protective topcoat to restore the visual appearance of the
asphalt concrete pavement. See the Plan Drawing that indicates the areas of work.

II. DESCRIPTION OF WORK
1. Scope of Services
Phase 1: Site Preparation & Cleaning
* Sweeping & Debris Removal: Thoroughly clean the pavement surface
to remove all loose dirt, gravel, vegetation, oil, and debris.
Phase 2: Crack Filling & Sealing
* Crack Cleaning: Clean all cracks wider than inch to remove any
vegetation and moisture.
* Hot-Applied Sealant Placement: Inject a hot1-a/8pplied, rubberized crack
sealant directly into cleaned cracks.
Phase 3: Leveling Low Spots (Depressions)
* Tack Coat Application: Spray tack coat liberally over depressed low
spots holding water.
* Leveling/Skin Patching: Apply a fine-aggregate hot mix asphalt, high-
performance cold/warm polymer-modified asphalt skin patch, or
equivalent patching material to bring low areas flush with surrounding
grades.
Phase 4: Surface Sealcoating / Top Coating
* Materials: In the specified existing paved area, completely apply an
asphalt-emulsion-based sealcoat (or refined coal-tar/polymer alternative)
mixed with 3 to 5 lbs of silica sand per gallon and approved latex
fortifying polymers for improved skid resistance and durability. An
equivalent product which seals and coats the existing surface is

acceptable as long as meets this intended purpose.
* Application Method: Apply two (2) coats via squeegee or high-
pressure spray application.
First Coat: Uniform application to penetrate and seal surface pores.

Second Coat: Applied perpendicular to the first coat after the first
o
coat has thoroughly dried (minimum 2-4 hours cure time between
coats).
2. Quality Control & Performance Standards
* Curing & Traffic Control: Contractor shall provide barricades and
warning tape to exclude traffic for a minimum of 24 to 48 hours following
topcoat application.
Any questions as to the satisfactory performance of work specified shall be
determined by the CA.
The Contractor shall remove all trash, which is produced by their work required
in these specifications, from the facilities' premises, and dispose of them
properly.
The State, or its employees or building occupants, shall not be held
responsible for incorrect or damaged deliveries made to any of the facilities
even if a signature is provided. All responsibilities of receiving material and/or
equipment deliveries are the responsibility of the contractor, or their
subcontractor. It is recommended that a company representative be present
when deliveries are made.
The Contractor shall not be responsible for repairs due to flagrant vandalism,
fire, storm, or related damages that can be attributed to causes beyond the
contractor's control. However, the Contractor shall be responsible for such
repairs if the damage is caused by the Contractor's failure to properly maintain
and repair the equipment, e.g., failure to reinstall protective covers causing
motor to burn during rainstorm.
The CA, or representative, reserves the right to determine which claims are
valid and submit an official list to the contractor for corrective action. All
corrective work and extended services shall be included within this contract and
provided, at no additional cost to the State, by the contractor.
Upon the acceptance by the State that all discrepancy items have been
properly repaired/replaced, all responsibility of that system shall cease with the
contractor. The State shall be the sole judge as to whether these
discrepancies have been fully corrected.

IV. WORK SCHEDULE
All tasks described herein shall be performed between the hours of 7:45 AM.
to 4:00 P.M. on normal working days. Normal working days shall be defined
as Mondays through Fridays, excluding State holidays. If this is not possible,
contact the Contract Administrator's representative (Dixon Park, Telephone:
808-345-0245, Email: dixon.j.park@hawaii.gov) for further guidance.
The Contractor is required to schedule his work to accommodate and prevent
disruption of building operations as much as possible and/or may be required
to return at a more appropriate time all at no additional cost to the State, but
work must be performed and not missed.
All work performed by the Contractor shall be subject to random periodic
inspection and testing by the Contract Administrator or a representative of the
Central Services Division, DAGS, State of Hawaii. The State reserves the right
to have the Contractor present at such inspections to be scheduled by the
State periodically.
V. CLEANUP AND WORK PRACTICES
The Contractor shall keep the job site free of debris, litter, refuse, etc. and shall
clean all fluids, oil, grease drippings or spills during the daily progress of work.
The Contractor shall remove all tools, parts, and equipment from the service
area upon completion of the work and legally dispose of, whether hazardous or
not, in accordance with EPA and/or other government regulations including
providing written records. The Contractor shall support and protect the State
legally and financially with regard to these regulations.
The Contractor shall exercise caution during the progress of his maintenance
and repair work to prevent damage to any of the building structure. Contractor
shall restore all damages, caused by the Contractor's negligence, at the
Contractor's own expense, when requested by the State.
VI. SAFETY PRECAUTIONS
The Contractor shall close off area(s) and post signs indicating the area(s) are
closed to pedestrian traffic. Equipment, apparatus, or rope coils on the ground
level shall be marked off with cones and signs warning pedestrian traffic. The
Contractor shall provide all safety cones and signs.
The Contractor shall provide and use safety signs and other barricades and
other devices necessary for the safety and convenience of the general public.
The Contractor shall always conduct work to assure the least possible

obstruction of public traffic without obstructing the free flow of traffic and public
right-of ways. If public lane closures are necessary, the Contractor is required
to obtain all approvals and permitting for such action from the owner or
appropriate agency.
Contractor's personnel shall be capable of performing in accordance with
these specifications and industry standards. All work shall strictly
adhere to all provisions performed in compliance with all Federal, State,
Local OSHA, HIOSH and ANSI laws and codes. OSHA Standards 29 CFR
1910 Subpart D is made aware of and acknowledged by the Contractor.
VII. SECURITY REQUIREMENTS
The Contractor must be aware of the heightened security conditions at all the
State facilities covered by this contract. The Contractor is requested to be
aware and to report any suspicious activity or obvious breach of security in
relation to, or in the course of their work at any of the State facilities to the CA
with as much detailed information as possible. The Contractor must keep their
work areas closed and secure; before, during and after performing work. Any
gates left open and unsecured may be liable for security breaches and be
charged at $100.00 per incident per day per location. The State reserves the
right to request that background security checks be provided when requested
for each person assigned to this contract.
VIII. PARKING
Contractors, subcontractors, and equipment service companies doing business
on or around State of Hawaii buildings/facilities will be assessed appropriate
parking fees. The contractor shall be solely responsible for all parking fees.
Parking stalls will be assigned only to the company vehicles subject to
availability only. Assignment of parking stalls is NOT guaranteed. Check
with the Automotive Management Division (telephone 808-586-0351) to
request the number and cost of stalls for the duration of this contract. Each
stall will be assessed at the current rate per month as established by the
Department's Rules Governing Parking on State Lands. If the Work involved is
less than five working days, check with the Automotive Management Division to
coordinate specific parking requirements. Subject to availability, the Contract
Administrator or their Representative will designate areas to be used by the
Contractor other than assigned stalls.
IX. CONTRACTOR'S GUARANTEE
The Contractor must guarantee workmanship and materials at the contractor's

expense for a period of twelve (12) months from date of installation. This shall
include remediation of any visible structural cracking, raveling, and obvious low
spots/puddling
If the work or product is not acceptable to the Contract Administrator during the
initial period of Acceptance, the Contract Administrator may, at its discretion,
continue Acceptance Testing on a day-to-day basis until it is deemed
acceptable by the Contract Administrator.
* Upon rejection, the vendor will have three (3) calendar days to cure any
Acceptance issue(s).
* If, after the cure period, the product/work still not acceptable, the Contract
Administrator may, at its option:
A. Declare the vendor to be in breach and terminate the order,
B. Demand a replacement product or rework from the vendor at no
additional cost to the State, or
C. Continue the cure period for an additional time period agreed upon by
the Contract Administrator.
X. REPORTING DAMAGES
Any damage to buildings, structures, vehicles, and any other items in the area
and adjoining properties caused by the Contractor or any of its personnel shall
be repaired and/or replaced by the Contractor at their own expense and to the
satisfaction of the Contract Administrator or his designated representative and
any injured party.
