Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Carl Eric Johnson, Inc. (CEJCO), for a five (5) year period, at a total cost of $3,012,450.00, for ongoing and as-needed purchases of various water and wastewater treatment plant pumps, tanks, parts, and services for CEJCO custom fabrication equipment, Grundfos pumps and parts, PolyProcessing products and services, NOV MoynoTM, ChemineerTM, and Kenics TM products, Graco pumps and parts, Hellan Strainer products, Liquiflo gear and centrifugal pumps, Rotech Pumps, Justin Tanks products, and Astec industrial water tanks for the Water Resources Department. This procurement is made in accordance with Sections 3-208(1) and (2) of the County’s Procurement Policy as the manufacturers only sell directly and exclusively through Carl Erick Johnson, Inc., in the State of Florida. Furthermore, the particular equipment and services being purchased are required to maintain interchangeability and compatibility as a part of an existing integrated system. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached vendor proposal and sole source letters, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
