SECTION 000300 - ADVERTISEMENT FOR BIDS
The Town of Poughkeepsie invites sealed bids for construction of the “NORTH GRAND SANITARY SEWER PUMP STATION REPLACEMENT, Contract No. 2026-01” as set forth in Contract Documents prepared by CPL, 26 IBM Road, Poughkeepsie, NY 12601.
The work proposed under this contract consists mainly of replacing the existing wet-well mounted sewer pump station with a new wet-well mounted vacuum prime sewer pump station, cutting down the existing wet well structure, new electrical panel board, equipment and underground service, paving and chain link fence installation. Also included is all layout and landscape restoration. The work will be primarily along North Grand Avenue. All work shall comply with the accepted safety standards and better business practices. The project is bid as a lump sum for the defined work.
Separate sealed Bids completed on forms provided with the Contract Documents will be received by the Town Clerk, Town of Poughkeepsie, One Overocker Road, Poughkeepsie, NY 12603 until 11:00 AM (local time) on September 15, 2026 at which time they will be publicly opened and read aloud. All bids shall be submitted in sealed envelopes so marked "NORTH GRAND SANITARY SEWER PUMP STATION REPLACEMENT”, along with the associated contract (“CONTRACT NO. 2026-01”).
The Bid Documents may be reviewed at and obtained from the Office of the Town Clerk, Town of Poughkeepsie, One Overocker Road, Poughkeepsie, NY 12603 after August 12, 2026 and will also be available simultaneously on the Town's website and BidNet. Any addenda will be similarly available. Pursuant to the provisions of General Municipal Law of the State of New York (GML) Section 102, persons desiring to take a copy of the Bid Documents may obtain them, subject to a deposit to guarantee their safe return, in the amount of $100 for each set, payable to the Town of Poughkeepsie by certified check or money order. Such deposit shall be refunded or partially refunded pursuant to the provisions of GML Section 102. There is no charge for the Bid Documents downloaded from the Town's website.
A Pre-Bid meeting will be held at the North Grand Pump Station located at 268 North Grand Avenue, Poughkeepsie, NY 12603 on August 25, 2026 at 10:00 a.m. Bidders will have access to the site at that time to inform him/her self of the conditions relating to the work required under this project and the employment of labor thereon.
Each bid shall be accompanied by an acceptable form of Bid Guarantee (a Certified Check of the bidder drawn payable to the Town of Poughkeepsie or a Bid Bond in favor of the Town of Poughkeepsie from a recognized insurance carrier) in the amount of five percent (5%) of the amount bid as a guarantee that if the Bid is accepted, the Bidder will enter into a contract with the Town of Poughkeepsie under the terms of the Bid Documents.
The Town of Poughkeepsie (the Town) reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Town.
A Bidder’s Qualification Statement is included with the Bidding Documents. Failure to submit a completed Bidder’s Qualification Statement with the Bid is basis for the Bid being determined as non-responsive. All Bidders are required to register with the New York State Department of Labor under Labor Law Section 220-i.
OWNER'S RIGHTS RESERVED: The Town of Poughkeepsie reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Town of Poughkeepsie.
STATEMENT OF NON-COLLUSION: Bidders are required to execute the non-collusion bidding certificate attached thereto pursuant to Section 103-d of the General Municipal Law of the State of New York.
This project has received funding through the Community Development Block Grant (CDBG) program and is subject to related requirements. This agreement is for services related to a project that is subject to the Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-24-02, “Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure.” Contractor shall include Manufacturer’s Certification for BABA requirements for all BABA-covered items to be incorporated into the infrastructure project. Contractor shall comply with BABA requirements, including coordination with manufacturers, distributors, and suppliers to correct deficiencies in any BABA documentation. For any change orders, Contractor shall provide BABA documentation for any new products or materials required by the change. Contractor shall designate the responsible parties for determining the final categorizations for all project items.
Bidders are also required to comply with the provision of Section 291-299 of the Executive Law of the State of New York.
The Town of Poughkeepsie hereby notifies all Bidders that it will affirmatively insure that in regard to any agreement entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration of an award.
