Furnish custom Shor-Line top/ceiling enclosure panels for the previously installed kennel runs used by the City's K9
Unit/Police Department at the Sandy Springs facility located at 620 Morgan Falls Road. The work is tied to Midmark Project
No. A253841, Phase 01, Rev. 2, identified in the submitted plans as a Special Quote for TOP PANELS. The submitted
drawings show custom stainless-steel top panels with 4x4 grid wire mesh designed to fit over/attach to the existing kennel
configuration, including panel-to-wall and panel-to-side-panel connection details. Signed drawings and verified field
measurements are required before the order can be processed. The proforma invoice includes freight and miscellaneous
charges associated with the order.

Midmark is the sole-source manufacturer of Shor-Line products in the United States, including the T-Kennel Run System with
T-Core Perfect Panels, wedge system, and Sound Dampening Core. Midmark also states that it is the factory-direct
manufacturer and sole source for custom Shor-Line products for animal control and animal humane organizations. The
requested top/ceiling enclosure must integrate with the City's existing Shor-Line kennel system and match the dimensions,
connection points, panel configuration, and product design shown in the Midmark project drawings. Because the drawings
and custom configuration are Midmark-controlled and designed for the Sandy Springs Police Department project, an
alternate manufacturer would not be able to verify compatibility or provide the same factory-direct custom Shor-Line top
panel components without creating fit, safety, and compatibility concerns.
Market Research / Basis for Sole Source
Briefly describe the steps taken to determine whether other vendors can meet the City's need.
The Sandy Springs Police Department previously procured a custom kennel system designed specifically for the K9 Unit's
designated location and operational needs. The current request is not for a new standalone kennel system; it is for
replacement/custom top panels intended to fit and integrate with the kennel system that has already been constructed and
installed. Based on the supporting documentation, Midmark/Shor-Line designed the project-specific kennel configuration for
the Sandy Springs Police Department under Project No. A253841. The submitted drawings identify the requested work as
custom top panels and include project-specific layout and installation details. Because the requested panels must properly fit
the existing kennel configuration, align with the current structure, and maintain compatibility with the installed Shor-Line
kennel system, the City requires replacement components designed for that existing system. Midmark has also provided
documentation stating that it is the sole source manufacturer of Shor-Line products in the United States, including the T-
Kennel Run System, T-Core Perfect Panels, wedge system, and Sound Dampening Core. The OEM documentation further
states that Midmark is the factory-direct manufacturer and sole source for custom Shor-Line products for animal care and
related institutional facilities. For these reasons, the basis for the sole source request is the need to obtain custom
replacement top panels that are compatible with the City's existing custom Shor-Line kennel system and supported by the
original manufacturer's design, materials, and product configuration. Using a different manufacturer's product could create fit,
compatibility, safety, installation, or warranty concerns because the requested components are intended to integrate with an
already-installed custom kennel system.
