Facility Operating Agreement - Wabamun Lake Provincial Park

Alberta Forestry and Parks - Parks Division (“Alberta Parks”) is seeking a business entity or non-profit organization or Proponent Team to operate and maintain the Premises described in the Agreement (Appendix C of this RFP).

Approximately half of the campgrounds in the provincial parks system are operated under contract. Facility Operating Agreements (FOAs) are like a franchise model, with the Operator operating under the Alberta Parks brand, and being required to follow the Provincial Parks Fees Order, regulations, directives, performance standards, and business rules for consistency across the Alberta Parks system. An FOA is a contract to deliver Alberta Parks services, not a long-term lease to run a private business, and is more like a turnkey operation with contractual expectations and processes (e.g., Annual Operating Plan, revenue and expense reporting).

This RFP is for the procurement of operations and maintenance services for Wabamun Lake Provincial Park. Refer to the RFP document for additional details on this opportunity.

-- The Operator must have or must obtain coverage under the Workers’ Compensation Board – Alberta (WCB).
-- Proponent must provide a copy of their Occupational Health and Safety Program specific to work identified in this RFP.
-- The Operator is required to provide a performance security in the amount of $90,000.00 prior to the Province signing the Agreement.

All questions and other communication between the Proponent and the Province in relation to this RFP must be submitted in writing and only be directed to the identified Contact Person, at least four business days prior the Closing Date.

The Proponent must confirm their commitment and ability to providing an unconditional Performance Security in the amount of $90,000 in the form of an irrevocable letter of credit, certified cheque or cash.

A mandatory Proponent information session is part of this RFP’s requirements. A Proponent must attend the information session offered, as identified in the table below. Proponents must confirm their participation in the information session to the RFP Contact Person by September 9/26 at 3:00 pm local time. Confirmed participants will then receive an invitation with information on how to access the virtual meeting.

A Proponent’s failure to participate in the information session will disqualify their Proposal.
