Cass County, Missouri will accept sealed bids for the Justice Center mowing located at 2501 West Wall Street, Harrisonville, Missouri until 10:00 a m April 3, 2025 at which time they will be publicly opened and read aloud. Bids must be received in an envelope marked “Mowing Bids” at the Old Historic Courthouse, 3rd Floor (Commission Secretary), 102 East Wall Street, Harrisonville, Missouri. The County reserves the right to waive any informality or to reject any or all bids.
Bid Terms and Conditions:
1. All Bids shall remain open for thirty (30) days after the day of the Bid Opening.
2. The County: i) reserves the right to reject any or all proposals/bids; ii) may waive any irregularity in proposals if in the County’s best interests; iii) shall award the bid based upon its determination of the lowest and best bidder.
3. Unauthorized Alien Affidavit. Bidders are also informed that pursuant to Section 285.530, RSMo, each bidder shall, by sworn affidavit and provisions of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Each bidder shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the work on the projects.
4. Insurance. The successful Contractor shall not commence operations, and/or labor to complete this project, until certificates of insurance are provided with the coverage described below. Commercial General Liability Insurance: Bodily Injury or Death/Property Damage: $1,000,000 occurrence/$2,000,000 aggregate. Comprehensive Automobile and Truck Liability (Owner—Leased—Non-Owned & Hired) - Bodily Injury or Death / Property Damage- $ 1,000,000.00 – Combined Single Limit (each accident). Workmen’s Compensation Insurance - State (Statutory) & Employer’s Liability ($1,000,000.00).
5. Contract Execution. The bidder to whom the Contract is awarded shall enter into a written contract with the County within 15 days. Failure to execute a contract will be considered abandonment of the award, the County shall have no further obligation to that bidder.

SCOPE OF PROJECT
The scope of the project includes mowing and weed/edge trimming of the Cass County Justice Center located at 2501 West Wall Street, Harrisonville, Mo.
General lawn maintenance services for the areas denoted as Mow Area #1 Mow Area #2 an Mow Area #3 excluded is the area in yellow denoted as Conservation Area. These services include furnishing all labor and equipment necessary for the scope of work. The scope of work is specific to each location and includes mowing and trimming/edging. Services also include the removal from the sidewalks and parking areas of grass/vegetation, leaf cuttings and materials remaining as a result of such mowing, trimming or edging work. The term of this contract will be for 2 years (2025 and 2026).
All work must be performed in a timely manner, with height of grass not exceeding eight inches, or frequency of mowing not exceeding a 2 week time period without mowing except during periods of dry weather.
Bidders should visit the project site to become familiar with the area sizes of Mow Area #1 Mow Area #2 and Mow Area #3.
