Government Answers to Contractor Questions Regarding RFQ No.: 36C24425Q0606
PWS 2.1.2. States be currently certified in BLS, ACLS or equivalency .Â
ANS: PWS 2.1.2. will now state the following: Board Certification: All Contractor s Cytotechnologist(s) shall be a graduate of an accredited program, Diploma, Associate degree, or greater. Cytotechnologist must hold an active ASCP certification. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance.
PWS 2.1.8. States DEA: Contractor shall provide copy of current DEA certificate.
ANS: PWS 2.1.8. will now state the following: [Reserved]
PWS 2.9.3 States The Contractor shall be responsible for providing coverage to the VA during periods of vacancies of the Contractor s personnel due to sick leave, personal leave, vacations and additional coverage as required. In the event a scheduled Cytotechnologist is unable to complete an assigned shift, the Contractor shall provide replacement Cytotechnologist coverage within 2 hours and notify the COR immediately of the schedule change.
ANS: The Government intends to use Cytotechnologists on a full-time basis, i.e., 2080 Hours per year.
PWS 3.0(a) States VA Business Hours: Monday through Friday 8:00 am 4:30 pm
ANS: PWS 3.0(a) will now state the following:
a. VA Business Hours: Monday through Friday, 8:00 am 4:30 pm, excluding Federal Holidays.
PWS 3.0(b)(1) has been updated to state the following: Work Hours: Personnel shall typically perform services 8 hours a day, 5 days a week, excluding Federal Holidays. Actual work schedules will be established by the VA, which will be based on patient care needs, as well as the operational needs of the VAPHS. A 30 minute, unpaid, lunch break is included in each shift. The shift has two 15-minute paid breaks.
PWS 4.0. has been updated as follows:
ANS: 4.4. Direct Patient Care: Estimated __0_% of the time involved in direct patient care.
ANS: 4.4.2. ADMINISTRATIVE: Estimated _100_% of time not involved in direct patient care.
The Price/Cost Schedule has been modified with the removal of On-Call and Call-Back line-items.
E8 52.212-2 Eval Criteria states the following: Past Performance: The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis.
Will/does the government intend to review CPARS Integrity Reports for each responding vendor for documented Terminations for Cause, Default, or Material Failure to Comply, as part of its Past Performance risk review.
