SEALED REQUESTS FOR QUALIFICATIONS (RFQ) 26-089 FOR: General Contractor and Filed Sub Bidder Prequalification for High School of Commerce Roof Replacement

This Request for Qualifications will be used to pre-qualify the following Trade Contractors:
Masonry, Roofing and Flashing, Plumbing, Heating, Ventilating and Air-Conditioning, Electrical Work, Windows, Fire Protection and General Contractors; which shall be used to prequalify the trade and general contractors to submit bids issued under MGL Ch. 149. This RFQ is the first phase of a two-phase procurement process as set forth in MGL Chapter 149. The names of all responders will be posted; however, responses will not be opened publicly. The City of Springfield through its Trade Contractor Prequalification Committee is prequalifying firms interested in providing public Trade Contractor services on this project through this RFQ process. The City of Springfield’s High School of Commerce Roof Replacement Trade Contractor Prequalification Committee will evaluate submitted Statements of Qualifications (“SOQs”) based upon the identified evaluation criteria and only those firms obtaining the required minimum points will be deemed prequalified. Only those respondents deemed prequalified will be invited to submit a bid in response to a Request for Bids (“RFB”) which will be issued in the second phase of the procurement process. The Solicitation Package (Request for Qualifications) will be available December 24, 2025 through the City’s website; www.springfieldcityhall.com.

The proposed project is expected to include full roof replacement at 415 State St, Springfield, MA 01105. Work includes but is not limited to upgrades to all related electrical, HVAC, and plumbing. Participation in the RFB Bidding Phase of this Project will be limited to ONLY those Trade Contractor firms who have submitted a SOQ (and required supporting documentation) in response to this RFQ and that have been deemed prequalified by the City of Springfield. Trade Contractors that fail to respond to this RFQ and fail to submit an SOQ with the required supporting documentation by the Submission Deadline set forth herein, and Trade Contractors that have not been deemed prequalified by the City of Springfield shall be automatically disqualified from bidding on this Project.

The Statement of Qualifications must be signed under pains and penalties of perjury.

No questions regarding the RFQ will be accepted after 4:30 PM, January 5, 2026. Questions must be submitted to nwalker@springfieldcityhall.com. The Chief Procurement Officer reserves the right to waive any informality in, or to reject any or all responses, if in the public interest to do so.
