Project Description: Sealed Bids for Luzerne County – Union Township Bridge Bundle Project will be received online via the PennBid Program by Luzerne County until March 20, 2025, at 3:00 P.M. (prevailing time). Bids will be publicly announced in the Luzerne County Purchasing Department, 20 North Pennsylvania Avenue, Wilkes-Barre, PA 18711 on Friday, March 21, 2025, at 10:30 A.M. Bid results will be made available thereafter online at http://PennBid.bonfirehub.com.
The project includes the rehabilitation of four existing stacked stone arch culverts and the construction of a new precast concrete box culvert. Primary construction activities include excavation and placement of flowable backfill over the arches, cleaning/repointing/reconstructing stone masonry, construction of cast-in-place decks/barriers, installation of a precast concrete culvert, installation of a corrugated metal pipe culvert, guiderail improvements and roadway reconstruction. The items of work for the contract are identified more specifically in the Bid Form, Contract Specifications and Contract Documents. The entire project will be awarded to one (1) Contractor. Contractor and all subcontractors are to be PennDOT prequalified.

Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, payable to COUNTY OF LUZERNE, in the amount of not less than ten percent of the total amount bid and shall be scanned and uploaded with each bid. The County reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of sixty (60) days. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents.
THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner.
All questions due by 12:00 PM (Noon) March 14, 2025, via PennBid.
The Contractor will be required to comply with the Provisions of the Pennsylvania Human Relations Act in providing equal employment opportunities in connection with all work.
This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
Federal CDBG Funds will be used for this project. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation by Section 3 residents and businesses, and related matters. Documentation of such solicitations and commitments shall be submitted concurrently with the bid (Form DCED-CCD-286). Failure to submit this form will render the bid non-responsive and therefore result in rejection of the bid.
In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or women-owned businesses located in the municipality, county or general trade area.

The Labor Standards, Wage Determination Decision and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts.
