Description:

The Pennsylvania State Police (PSP), Bureau of Patrol (BOP) requires a vendor to provide GNSS receivers, accessories, training, and technical support per the specifications and requirements provided. This is a no substitute solicitation.

Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than September 14, 2026 at 11:00 a.m.

All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us

The Reciprocal Limitations Requirements Act form GSPUR-89 and Worker Protection and Investment Act form BOP-2201 provided must be completed by an authorized vendor representative and uploaded with bid submission. Current certificate of insurance listing PSP as the certificate holder and including supplemental language as additional insured must be uploaded with bid submission.

ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are responsible for monitoring the DGS eMarketplace website to view any change notices for this IFB. The change notices shall become incorporated as part of this bid. In order to submit a bid response, vendors must be registered. I-1. Statement of the Project.
A. The Pennsylvania State Police (PSP), Bureau of Patrol (BOP) is issuing this Invitation
for Bid (IFB) to procure GNSS receivers, accessories, training, and technical support.
These requirements and quantities are set forth in these specifications as for all related
products and services. This is a no substitute solicitation.

I-3. Manufacturer Authorization
A. If the Offeror submitting a response to this IFB and is not the original manufacturer of
the equipment being provided, the Offeror must submit a Manufacturers Authorization
Letter which clearly states the Offeror is authorized to provide the OEM's equipment
and services required by this IFB. The Manufacturers Authorization Letter must
reference "IFB 6100066605 - PSP BOP GNSS Receivers"

I-4. Delivery/Service Requirements.
Delivery will be in one shipment with all items being shipped and received prior to the
scheduling of the on-site, in-person training provided by the Offeror.

I-5 Estimated Quantities.
It shall be understood and agreed that any quantities listed in the Contract are estimated only
and may be increased or decreased in accordance with the actual requirements of the
Commonwealth and that the Commonwealth in accepting any bid or portion thereof, contracts
only and agrees to purchase only the materials and services in such quantities as represents the
actual requirements of the Commonwealth. The Commonwealth reserves the right to purchase
materials and services covered under the Contract through a separate competitive procurement
procedure, whenever the Commonwealth deems it to be in its best interest.
