Organizational Overview
The Sacramento Housing and Redevelopment Agency (“Agency”) was created to ensure the ongoing development of affordable housing and to continuously fuel community redevelopment projects in the city and county of Sacramento. These goals are met by creating safer neighborhoods and a more robust economy, so individuals, families and children in our community have the opportunity for a better life.
The Agency, a joint powers authority created in 1982 (operating since 1973), serves as the fiscal agent/administrator and provides the exclusive staffing for the Housing Authorities of the City and County of Sacramento. The Housing Authorities own and/or manage 3,371 units of affordable housing under the Public Housing/Property Management Program. This includes 2,155 apartments, duplexes, and single-family homes rented to qualified extremely low, very low and low-income families. The Property Management group also manages 271 other affordable units and properties owned by the non-profit component entity of the Agency, Sacramento Housing Authority Repositioning Program, Inc. (“SHARP”).
SHARP is a non-profit public benefit corporation formed in 2009 to benefit and support the City of Sacramento, the County of Sacramento, the Housing Authority of the County of Sacramento (“HACOS”) and the Housing Authority of the City of Sacramento (“HACS”) and its purposes by (1) acquiring, providing, developing, financing, rehabilitation, owning, and operating decent, safe, and sanitary housing affordable to persons and households of low income and by (2) assisting HACOS and HACS in combating blight and promoting social welfare through community based development activities.
SHARP serves as the managing general partner of entities that will own, rehabilitate and operate former public housing properties acquired through the Department of Housing and Urban Development’s (HUD) asset disposition process. SHARP is the sole member of several limited liability companies, through which it partners on various real estate transactions, including many of which are financed by federal low-income housing tax credits and tax-exempt bonds. SHARP properties include 440 Rental Assistance Demonstration (RAD), as well as 231 elderly units and 274 scattered-site properties.
The Agency’s Property Management group is seeking information from qualified firms regarding financial services support. This includes, but is not limited to, bookkeeping, accounting, and financial reporting. The purpose of this request is to gather data to inform the development of a comprehensive budget for financial services related to SHARP-controlled properties, which are managed by the Agency, as well as for its corporate entity.
