SCOPE : In accordance with the provisions of TexasGovernment Code, Chapter 2254, Subchapter A, Professional Services, and Rulesand Procedures adopted by the Texas Facilities Commission (TFC), to provideprofessional AE services for design, construction, contract administration,closeout and warranty phases from NTP through March 31, 2027, supportingProject #25-026-3113, James E. Rudder State Office Building MRP project locatedat 1019 Brazos Street, Austin, Texas.

CONTRACTTERM : It isthe intention of TFC to award a Contract for full prime professionalarchitectural/engineering (AE) services for the term of the project. Servicesundertaken pursuant to this RFQ will be required to commence within five (5)calendar days of delivery of a Notice to Proceed. The Project associated withthe services requested in this solicitation is anticipated to be Four hundred thirty-five(435) calendar days.

PROJECTDESCRIPTION : Project will renovate the James E. Rudder State Office Building for the Secretary of State Agency providingimproved space utilization, service to public, security, code compliance, andaccommodations for additional employee headcount.

Theapproximate cost of work for the aforementioned project is estimated to be thirtymillion, nine hundred thousand ($30,900,000.00).

Phase 1:Architectural and Engineering scope of services shall include, but not belimited to, the following:

1. Detailedon-site investigations, review of existing documents, verify and validate itemsin existing deficiencies list requested for correction. Deficiency list will beprovided to the final selected firm.

2. A list ofnecessary testing and inspections to be provided to Owner including, but notlimited to, ADA, Commissioning, Testing and Balancing, Environmental, andConstruction Materials testing.

3. Assistancein evaluation and interview of Construction Manager-at-Risk.

4. Assistanceto Project Management Firm and Construction Manager-at-Risk to prepareorder-of-magnitude cost estimates for correction of deficiencies by repair orreplacement, as recommended by the AE.

5. Assist ProjectManagement Firm (PMF) and Construction Manager-at-Risk in developing prioritiesfor adjusting scope of work to match available funding.

6. Research,evaluate, and present to the Owner any energy conservation strategies andalternatives for consideration, including the availability of rebates from thelocal utility. If rebates are available,coordinate with the local utility to complete all necessary documentation toaccomplish rebates.

7. Presentationof findings to Owner and Project Management Firm for review and approval. Uponacceptance of Phase 1 findings, and authorization by Owner, proceed with Phase2.

Phase 2: Architecture and Engineering scope of services shallinclude, but not be limited to, the following:

1. Thedesign and documentation of construction plans should include a detailedbreakdown of deliverables to reduce the risk of additional service costs due tothe requirement of an Early Work Package for the basement and the Service Roomlocation on level 3.

A. TheAE's scope of services shall be delivered in the following phases:

1) Deliverable 1: 50% Construction Documents(CDs):

The 50% CD set shall be developed to aLevel of Development (LOD) 300 for all primary architectural, structural, andmain MEP/IT distribution pathways. Interior partitions and branch-leveldistribution shall be developed to LOD 200. The submission must be sufficientlydetailed to confirm overall design intent, validate space planning, and allowfor preliminary cost estimating. At a minimum, this submission shall include:

(1) Updatedfloor plans for all levels with finalized room layouts.

(2) Updatedexterior elevations and key building sections.

(3) Updatedlife safety and accessibility compliance plans.

(4) Structuralfoundation and framing plans indicating sizes of principal members.

(5) MEPsingle-line diagrams and plans showing primary equipment locations and maindistribution routes.

(6) ITplans showing telecommunications room layouts and primary cabling pathways.

2) Deliverable 2: Early Work PackageConstruction Documents

This package shall be a complete, fullycoordinated, and biddable set of construction documents developed to a Level ofDevelopment (LOD) 400 for all architectural, structural, MEP, and IT/Securitywork within the Basement and Level 3 project areas. The documents shall containsufficient detail for fabrication and installation by a constructioncontractor. This includes all specifications, details, and schedules necessaryfor permitting and construction of this specific scope of work.

3) Deliverable 3: 90% Construction Documents

The 90% CD set shall advance the design forall remaining floors (Levels 1, 2, 4, and 5) to a Level of Development (LOD)350. This includes detailing how various building systems interface and connectwith one another. The set shall be fully coordinated across all disciplines andshall incorporate all Owner-approved comments from the 50% CD review.

4) Deliverable 4: 100% Construction Documents

The 100% CD set shall be the final, signed,and sealed set of documents for the remainder of the project (Levels 1, 2, 4,and 5), incorporating all Owner-approved comments from the 90% CD review. Theset shall be complete for the purposes of regulatory approval, permitting, andconstruction.

B. Provide the Owner and PMF with a list of long-leadequipment items with sizes, specifications, etc. so that early procurement canbe performed.

C. Provide the Owner with a list of items to betested and/or inspected including, but not limited to, ADA, Commissioning,Testing and Balancing, Environmental, and Construction Materials testing.

D. Coordinate with third party commissioning agentthroughout design and construction administration.

E. Assist the Project Management Firm (Square OneConsultants) and Construction Manager-at-Risk during subcontractor solicitationfor development of Guaranteed Maximum Price.

F. Construction Administration using ProjectMates.

G. Warranty management.

H. Project closeout.

5. AEservices shall be offered with the understanding of full compliance withnon-discrimination requirements of the State of Texas by the A/E.
