Title: CEI SERVICES FOR GOODLETTE-FRANK ROAD DITCH IMPROVEMENTS SECTION-A

As requested by the Transportation Management Services Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Proposers in accordance with the terms, conditions and specifications stated herein, in the Solicitation and/or attachments. The Proposers at a minimum, must achieve the requirements of the Specifications, Scope of Services or Scope of Work stated. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”
Construction Engineering and Inspection (CEI) services have historically been added to the construction phase of transportation projects. The County typically performs CEI services with either in-house forces or by outsourcing. CEI work involves providing oversight for the County, ensuring that the Contractor builds the project in reasonable conformity with the plans, specifications, and special provisions for the Construction Contract. The CEI firm is the liaison between the County and the Contractor to observe the Contractor's work to determine the progress and quality of the work. The CEI Consultant identifies discrepancies, reports significant discrepancies to the County, and directs the Contractor to correct such observed discrepancies.
Historically, County departments have spent approximately 10% to 12% of the total construction contract for CEI services; however, this may not be indicative of future buying patterns.
CEI services are required for the Goodlette-Frank Road Ditch Improvements Section-A. The project consists of enhancing stormwater conveyance capacity along approximately two (2) miles of the existing ditch system located along the west side of Goodlette-Frank Road from Golden Gate Parkway north to just south of Pine Ridge Road. Improvements include widening and regrading the ditch, reconstructing and stabilizing the west bank with a structural slope stabilization system, modifying portions of the east bank as necessary, upgrading culverts at select roadway crossings, improving outfalls, and enhancing maintenance access and erosion control measures to reduce flooding impacts. The work also includes installation of hydro-turf, decorative fencing, and associated aesthetic and functional improvements to enhance slope stabilization, site appearance, and long-term maintenance performance. The project further includes the removal and replacement of an existing traffic signal mast arm structure, including foundation, structural, and signal component installation to accommodate the proposed improvements.
The services include but are not limited to administering the Construction Contract, providing inspections, monitoring, and material sampling and testing. In addition, services shall include monitoring off-site activities for asphalt paving and miscellaneous structures; monitoring and inspecting the Contractor’s Work Zone Traffic Control Plan and reviewing modifications in accordance with Florida Department of Transportation (FDOT) procedures; and determining the acceptability of all materials and completed work based on test results or verified certifications. The Consultant shall also monitor earthwork operations, drainage improvements, structural installations, mast arm replacement, hydro-turf installation, decorative fencing, and site restoration activities to ensure compliance with approved plans, permits, specifications, shop drawings, and certifications.
The list of Project identified above will be competitively solicited for a Consulting Engineer of Record under a separate contract with the County, and the CEI firm is prohibited from participating on that design team as a prime or subconsultant.
