This is a Notice of Intent, not a request for proposal. The National Eye Institute of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Optos, 50 Nickerson Rd, Marlborough, MA 01752. to renew a service agreement on the Optos California FA, QTY 3.
The National Eye Institute (NEI) conducts and supports high-quality, innovative research to understand the eye and visual system, develop new treatments for vision loss, and advance knowledge of how the visual system functions in both health and disease. The OPTOS California FA is a retinal imaging system that uses fluorescein angiography (FA) to detect and manage a range of eye diseases, including diabetic retinopathy, macular degeneration, and glaucoma, by providing a comprehensive, ultra-widefield view of the retina in a single scan. Therefore, a renewal service agreement is needed to keep the equipment functioning properly.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide this service may submit a capability statement along with a copy of agreement with manufacturer to service Cytek Biosciences equipment to be considered by response deadline. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
