INVITATION TO BID: - DES Roofing, Window, and HVAC Unit Replacement - 2024-7

Project Description: The Sullivan County Commissioners are soliciting bids for Roofing, Window and HVAC Unit Replacement at the Department of Emergency Services (DES) Building located at 6864 State Route 220, Laporte, PA 18626.
BIDS WILL BE RECEIVED FOR THE FOLLOWING PRIME CONTRACTS: General Construction Mechanical and Plumbing Construction Electrical Construction
Copies of the Bid Package, which contains all applicable bidding and contractual requirements, may be obtained electronically on PennBid or by calling 610-693-4769.
All proposals must be submitted through PennBid and are due by 3:00 p.m. on Friday, November 15, 2024. Bids received after that time will not be accepted.
All bids will be opened publicly at the Sullivan County Courthouse during the regular scheduled Commissioner’s meeting at 10:00 AM on Tuesday, November 19, 2024.
Cut-off date for submitting requests for information shall be Tuesday, November 12, 2024 at 4:00 pm.
Pennsylvania Prevailing Wage applies to this project.
A Bid Bond made payable to the Sullivan County Commissioners in the amount of 10% of each Base Bid shall accompany each bid, executed by the Contractor and a surety company licensed to do business in the Commonwealth of Pennsylvania, as a guarantee that, if the bid is accepted, the bidder shall execute the proposed contract and shall furnish and pay for a Performance and Payment Bond in the amount of 100% of the Contract Price as security for the performance of the Contract and payment of all costs thereof, upon execution of Contract. If, after fifteen (15) days the bidder shall fail to execute said Contract and Bond, the Bid Bond shall be forfeited to the Owner as liquidated damages. The Bid Bond of all bidders, except the three low bidders, will be returned within ten (10) days after the opening of the bids.
A Non-Mandatory Pre-Bid Conference will be held on Thursday, November 7, 2024 at 9:00 am. All prospective bidders shall meet at the Department of Emergency Services Building, 6864 State Route 220, Laporte, PA 18626.
The Owner requires that all Bids shall comply with the bidding requirements specified in the Instructions to Bidders. The Owner may, at its discretion waive informalities in Bids, but is not obligated to do so, nor does it represent that it will do so. The Owner also reserves the right to reject any and all Bids or to negotiate contract amounts. Under no circumstances will the Owner waive any informality which, by such waiver, would give one Bidder a substantial advantage or benefit not enjoyed by all other Bidders.
