Project Description: The Borough of Carlisle will receive bids for the 2024 Allen Road/Walnut Bottom Automated Traffic Signal Performance Measures. Bids may be submitted and updated online via the PennBID Program (https://pennbid.bonfirehub.com) until 2:00 PM on Friday, November 22, 2024. Bid results will be compiled and made available online shortly thereafter. Bidding documents are available at no cost via the PennBID Program (https://pennbid.bonfirehub.com). Phone support and video instructions are available via the PennBID website for technical assistance.
The contract work will include, but not necessarily be limited to, the installation of a unified command and control system for two roadway corridors in the Borough of Carlisle.
PLEASE NOTE: South Middleton Township has a complementary and parallel bid invitation to this Borough of Carlisle bid invitation. Both the Borough of Carlisle and South Middleton Township strongly encourage bidders to submit competitive bids for both invitations as it is intended to have our adjacent systems upgraded at the same time.
The project contract is expected to be awarded at the December 12, 2024 Borough Council meeting which starts at 6:00 p.m. in Town Hall, Borough Municipal Building, 53 West South Street, Carlisle, Pennsylvania.
A certified check or bid bond for the amount of 10 percent of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. The successful bidder must post payment and performance bonds in the amount of 100% of the successful bid amount.
Interested bidders need to register at the PennBID website. Once registered, bidders can obtain all project documents and submit and update their bids online. Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Messages/Vendor Discussions” feature in PennBID no later than 2:00 PM, Wednesday, November 13, 2024. Only those questions submitted online via PennBID shall be considered. Questions received after that date and time regarding the project will not be acknowledged.
The contract is subject to the following: the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 229 of 2002; the Pennsylvania One Call Act, also known as the Underground Utility Line Protection Law, Act 287 of 1974, as amended; Act 247 of 1968, as amended; the Pennsylvania Human Relations Act 222 Condition; requirement of an anti-collusion affidavit; the non-discrimination in Employment/Contract Compliance Regulations Conditions; and the Public Works Employment Verification Act. The Borough is performing several paving projects in 2024 with an estimated cost of greater than $100,000, the Pennsylvania Prevailing Wage Act, and provisions related to PennDOT’s Traffic Signal Technologies Grant program shall apply to this project.
The Borough of Carlisle Borough Council reserves the right to accept or reject any or all Bids.
