The Anesthesia Department at James J. Peter’s VA Medical Center has a brand name only requirement for GE Healthcare AISYS CS2 Anesthesia Systems as detailed below. This action is restricted to GE brand systems due to the need for compatibility with existing equipment. Market research was conducted in accordance with FAR Part 10 for compatible systems, these efforts failed to produce additional options.

GE Healthcare is the exclusive manufacturer of the AISYS CS2 Anesthesia Systems and has identified one (1) authorized distributor service-disabled veteran owned small business (SDVOSB) to fulfill this requirement; TrillaMed, LLC.

In accordance with FAR Part 8.405-6, it has been determined that only one source is reasonably available, and a sole source award can be made under the Veterans Administration Acquisition Regulations (VAAR) at 819.7008, and in accordance with the Veterans First Contracting Program at VAAR 819.7001.

In accordance with Federal Acquisition Regulations (FAR) this notice of intent to sole source with justification to limit sources, satisfies the public posting requirements.

Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are considered to be items outside of the original equipment manufacturer’s intended distribution channels.

This notice is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 12:00 PM Eastern Standard Time on July 16, 2025. Responses to be submitted to Lindsay Goldsmith, Contracting Officer at lindsay.goldsmith@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
