Project Description: North Coventry Township is accepting sealed bids for construction improvements to the Riverside Park Boat Ramp located at 375 S. Penn Street. Bids shall be submitted online via the PennBid Program, (https://pennbid.procureware.com), until 1:00 p.m. such time on July 23, 2026.
Proposals shall be submitted per the “Bid Proposal Documents” as outlined in the general specifications. The bidder shall examine all project documents thoroughly, be familiar with the location of the proposed work and the conditions that may affect cost, progress, performance or furnishing of the work, consider federal, state, and local laws and regulations that may affect cost, progress, performance or furnishing of the work, and notify the Township of all conflicts, errors, or discrepancies in the project documents.
The work consists of the replacement and extension of an existing concrete boat ramp providing access to the Schuylkill River at Riverside Park, owned by North Coventry Township. The Project includes a Base Bid and one (1) Add Alternate or precast concrete boat ramp construction. A non-mandatory pre-bid meeting will be held on-site on July 9, 2026, at 9:00 a.m. Attendance is encouraged but is not required for bid submission.
The scope of work includes, but is not limited to, the installation, maintenance, and removal of erosion and sedimentation (E&S) control measures; temporary damming, cofferdam installation, and dewatering of the work area as required to facilitate construction; removal and proper disposal of existing precast concrete boat launch slabs, retaining wall, and sidewalk; excavation, grading, and preparation of subgrade and subbase materials for proposed improvements; construction of a new 8-inch-thick cast-in-place reinforced concrete boat launch ramp in accordance with the Site Plan and Specifications; installation of riprap bank stabilization along the east and west riverbanks adjacent to the boat launch; and placement of topsoil, seeding, and erosion control matting on the west slope and other disturbed areas.
Bids must be accompanied by bid security in the amount of ten percent 10% of the Base Bid. The successful, responsible low bidder will be required to provide a 100% performance bond or certified check, within ten (10) days after the contract is awarded. The municipality reserves the right to waive any non – material defects or irregularities in the bid, and to reject and or all bids or options thereof. Proposals must include the Public Works Employment Verification Form completed by the Bidder. Notice is hereby given to bidders that this project is subject to the provisions of the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L. 987), as amended. Liquidated damages apply at the rate of $500.00 per day.
