NOTICE OF INTENT TO DESIGNATE SINGLE SOURCE FOR HID GLOBAL CORPORATION

Description of Intended Products or Services Provided:

The HID Guardian 200 fingerprint scanner provides consistent, high-quality biometric capture regardless of finger condition or skin pigmentation, without recalibration or hand preparation. Its proprietary FlexFlat and FlexRoll technologies ensure accurate image capture from various finger positions on the platen, while the patented Auto-Capture functionality enables fast, error-free acquisition.

Paired with HID's Livescan Management Software (LSMS), this solution supports the efficient collection of multiple biometrics through an intuitive interface that requires minimal training. LSMS also facilitates seamless integration of biographical data and automatically generates compliant Electronic Biometric Transmission Specification (EBTS) files for secure submission to state and federal Automated Fingerprint or Biometric Identification Systems.

This waiver is requested to support future acquisitions of HID hardware, software, or maintenance services needed to sustain existing systems and ensure uninterrupted background screening, which is critical to the mission of Facilities Management's Operations Center.

The requested waiver is essential to maintaining Collier County’s HID biometric hardware and software, which are critical to the County’s background screening processes. These processes are required for employees, contractors, and volunteers and are vital to securing County facilities and infrastructure.

The HID Guardian 200 fingerprint scanner and Livescan Management Software (LSMS) provide a secure, efficient, and FBI-compliant solution for biometric identity verification. This sole source waiver ensures the continued use and maintenance of this mission-critical system, minimizing the risk of service interruptions.

Due to the specialized and sensitive nature of this equipment, HID Global provides all support and maintenance services for its forensic biometric products. Proprietary internal optics and components cannot be serviced by third-party vendors, ensuring system integrity and continued compliance with FBI Image Quality Specifications (IQS) and other regulatory standards.

While HID may authorize resellers to distribute its products, only HID is authorized to provide parts, repairs, and software maintenance for these systems. See attached sole source letter confirming HID’s role as the sole manufacturer and authorized service provider.
