Description
The District of Kent is seeking proposals from qualified consultants to lead a targeted amendment to its Official Community Plan (OCP), focused specifically on housing. This update is required to comply with recent provincial legislation under Bill 44 – Housing Statutes (Residential Development) Amendment Act, 2023 and must be adopted by December 31, 2025.
The amendment will:
Integrate the District’s Housing Needs Report into the OCP as a formal Housing Needs Statement;
Update policies and mapping to reflect housing needs by type, tenure, and income level, as well as small-scale multi-unit housing (SSMUH) requirements;
Identify growth areas and servicing/infrastructure implications related to anticipated housing demand;
Incorporate and align with other relevant planning documents, including the Agricultural Area Plan, Active Transportation Plan, and land use designations;
Prepare a comprehensive OCP Amendment Bylaw suitable for Council adoption.The current OCP (adopted in 2014) provides a strong foundation and will remain largely intact. This project is intended as a focused amendment to address housing policy and compliance with provincial legislation.
The District invites proposals from consultants with experience in OCP amendments, rural housing policy, land use planning, and community engagement, particularly within agricultural and small-town contexts.
