The Douglasville ¿ Douglas County Water and Sewer Authority (hereafter referred to as the ¿Authority¿) is soliciting competitive sealed bids for dry and liquid treatment chemicals on an as needed basis, with purchase and delivery prices firm for the one-year period from July 1, 2026 through June 30, 2027.

Sealed bids will be received by the Authority at its Administrative Offices, located at 8763 Hospital Drive, Douglasville, Georgia 30134, until 2:00 p.m., local time, on Wednesday, May 6, 2026. Bids shall be sealed and either mailed or delivered to the Authority to ensure they are received no later than the above-specified time and date. Bids received after this time will not be accepted.

Bids shall be received by 2:00 p.m., local time, on Wednesday, May 6, 2026.

Bids received after the closing time and date, for any reason whatsoever, will not be considered. It is solely the bidder¿s responsibility to ensure that its bid is delivered to the Authority¿s Administrative Offices on or before the above stated time and date for bids due. The Authority will not be responsible for any delays in mail delivery or delays caused by any other occurrence. Any bid received after the above stated time and date for bids due will not be accepted or considered under any circumstances and will be returned to the bidder unopened.

GENERAL CONDITIONS
INVITATION FOR BIDS

DRY AND LIQUID TREATMENT CHEMICALS

SECTION 1 - PURPOSE.

The Douglasville - Douglas County Water and Sewer Authority (hereafter referred to as
the "Authority") is soliciting competitive sealed bids for dry and liquid treatment
chemicals on an as needed basis, with purchase and delivery prices firm for the one-
year period from July 1, 2026 to June 30, 2027.

SECTION 2 - SCOPE.

The Authority is seeking to purchase specified dry and liquid treatment chemicals, as set
forth in the attached Bid Evaluation Sheet. The successful bidder shall furnish and deliver
only the listed dry and/or liquid treatment chemicals in accordance with the specifications
in this Invitation for Bids. The following terms and conditions shall apply to such

purchases:
A. Delivery Information. The successful bidder will have a maximum of twenty

(20) calendar days from receipt of a purchase order to complete delivery. If
delivery is not made within this time, the Authority reserves the right to purchase
the same material(s) from another vendor, and any additional cost over the
original bid price shall be paid by the successful bidder.

The Authority will make every effort to place orders in large quantities suitable for
shipping; however, the bidder shall impose no minimum quantity requirement.

All materials shall be delivered palletized or shipped in manufacturer direct boxes,
as applicable. All large items must be delivered on open trailers. The Authority
has no dock facility and unable to unload large shipments from a closed trailer.

NO FRIDAY DELIVERY. Receiving hours are Monday through Thursday,
7:30 A.M. to 4:30 P.M. Friday deliveries will be refused without any cost
to the Authority.

No receiving shall occur on holidays or weekends unless prior arrangements have
been made with the Senior Procurement Specialist.

F.0.B. Destination. Bid prices shall be based on F.O.B. destination. The
successful bidder shall bear the risk of loss and expense of transportation until the

goods are delivered and tendered at the designated delivery location. Delivery
shall be made to either: (1) the Authority's Field Complex B located at 7725 W.
Strickland Street, Douglasville, Georgia, or (2) another delivery location within
Douglas County as identified in the purchase order. Each purchase order will
identify the delivery location.

The bidder shall be responsible for any additional freight charges resulting from
improper or incorrect delivery by the carrier.

The Authority will not pay any freight, miscellaneous handling, express shipment,
drop off, or delivery delay charges.

c Manufacturer Specifications. All product specifications shall conform to the
Authority's water and sewer specifications as set forth in the Authority's Design
and Construction Standards for water and sanitary sewer. Only approved
manufacturers and approved products shall be considered under this bid.

ach bidder shall list the manufacturer and part number for each item bid on the
Bid Evaluation Sheet, or its bid will be subject to rejection. If a bidder proposes a
manufacturer and/or product not specifically listed as approved in the Authority's
water and sewer specifications, the bidder shall also submit a technical data sheet
for the product with its bid. Submission of a technical data sheet does not
guarantee consideration, approval, or acceptance of such manufacturer and/or
product.

D. Bid Period. For purposes of this Invitation for Bids, the term "Bid Period" shall
mean the one-year period from July 1, 2026 to June 30, 2027, during which the
Authority may place orders on an as needed basis. Pricing, including delivery
pricing, shall be firm for the Bid Period. Do not bid on any item unless you can
guarantee the price for the full Bid Period.

E. Bonding, No bid, performance, or payment bonds are required for this bid.

F, Comparison of Bids. The Authority reserves the right to award to the lowest
responsible and responsive bidder. Criteria used to evaluate bids shall include
pricing, adherence to the Authority's manufacturing specifications, delivery lead
times, vendor order and delivery history with the Authority, and any other criteria
the Authority deems pertinent to this bid.

The successful bidder will be considered the Authority's primary source for each
line item for the Bid Period; however, the Authority reserves the right to use
alternate sources and vendors on an emergency basis, as determined in the
Authority's in its sole discretion.

This is a line-item bid, and the Authority reserves the right to award each line item
individually or in groups, whichever is in the best interest of the Authority. All
quantities listed are estimates for purposes of this bid and may be increased or
decreased based on actual need. Items will be ordered on an as needed basis
throughout the Bid Period.

SECTION 3 - INSTRUCTIONS TO BIDDERS.

Preparation and Submittal of Bids. Bids shall be submitted in duplicate, in a
sealed envelope, and delivered to the Douglasville - Douglas County Water and
Sewer Authority, 8763 Hospital Drive, Douglasville, Georgia 30134, and submitted
on the bid forms furnished to the bidder as part of this Invitation for Bids and in
the manner designated.

The bidder shall place its name and return address in the upper left corner of the
front of the envelope. The bidder shall identify this Invitation for Bids by placing
the following information on the lower left corner of the front of the envelope:

Responsibility for submission of any bid to the Authority on or before the specified
time and date is solely and strictly that of the bidder. The Authority will not be
held responsible for delays for any reason. Bids by telephone, telegram, facsimile,
email, etc. will not be accepted.

Bid Submittal Contents. Each bid submittal must contain the following:
1. Complete Bid Evaluation Sheet

2. Bidder's Affidavit of Noncollusion

3. NSF/ANSI Standard 60 and 61 Certification for each water
treatment chemical product

4. Safety Data Sheet (S.D.S.) for all other products
Receiving and Opening Bids. Bids will be received at the Authority's

Administrative Offices until the time and date stated in this Invitation for Bids,
where they will be stamped with the time and date received. Each bidder is solely

responsible for making sure its bid is received by the Authority before the stated
time and date for bids due. Any bid received after the stated time and date for
bids due will not be accepted or considered and will be returned to the bidder
unopened. All bids properly received will be opened, acknowledged, and
evaluated by the Authority.

SECTION 4 - QUESTIONS REGARDING INVITATION FOR BIDS.

In general, no answer will be given to an oral question if the answer involves an
interpretation of the intent or meaning of any part of this Invitation for Bids. Any
information given to bidders other than by means of the bid package, contract
documents, or by addenda as described below is given informally and shall not be used
as the basis of a claim against the Authority.

To receive consideration, questions shall be submitted in writing to the Senior
Procurement Specialist, Joseph Morency, at jmorency@ddcwsa.com, at least seven (7)
days before the advertised date for receipt of bids. The Authority will then issue written
responses to bidders at the addresses given by them (including by email, if deemed most
expedient by the Authority) on or about four (4) days before the date set for the opening
of bids, addressing all questions so raised which in its opinion require interpretation.

SECTION 5 - AWARD OF BID.

If the Authority determines that a satisfactory responsive bid has been received from a
responsible bidder and that it is in the best interest of the Authority to proceed, then the
Authority may award purchase order(s) to the lowest responsible and responsive
bidder(s), subject to any required approval by the Authority's Board of Directors, within
sixty (60) days of the date of opening of the bids. The Authority reserves the right to
award each line item individually or in groups, whichever is in the best interest of the
Authority. The Authority further reserves the right to check references of any bidder(s)
to determine whether the bidder(s) meets Authority standards of responsibility.

SECTION 6 - REJECTION OF BIDS.

The Authority reserves the right to reject all bids or any bid that is nonresponsive or
submitted by a nonresponsible bidder. The Authority further reserves the right to waive
technicalities and informalities in this Invitation for Bids and/or the bids received in
response thereto.

SECTION 7 - ESTIMATE OF QUANTITIES.

The bidder acknowledges and agrees that the quantities stated in this Invitation for Bids
are estimates only and are provided solely as a guide for bid preparation. These
estimates shall not be construed to represent actual quantities to be purchased, and the
Authority is under no obligation to purchase any minimum or maximum quantity. The

Authority reserves the right to increase or decrease quantities as it deems necessary in
its sole discretion.

SECTION 8 - PAYMENT.

The successful bidder shall submit invoices for payment to the Authority by either (1)
hand delivery to the Authority's Administrative Offices, located at 8763 Hospital Drive,
Douglasville, Georgia 30134, Attn: Accounts Payable or (2) mail to P.O. Box 1157,
Douglasville, Georgia 30133, Attn: Accounts Payable.

Payment shall be made by the Authority within thirty (30) calendar days after of receipt
of a complete and correct invoice submitted in accordance with this Invitation for Bids.
The Authority may withhold any payment for cause shown.

SECTION 9 - WARRANTY.

All manufacturers' warranties and/or guarantees shall be assigned and transferred to the
Authority at the time of purchase.

SECTION 10 - JURISDICTION AND VENUE.

The bidder, for value received, hereby stipulates and agrees that any and all claims,
demands, actions or suits whatsoever, arising under this Invitation for Bids, any bid
submitted in response hereto, or any purchase order issued during the Bid Period shall
be subject to the exclusive jurisdiction and venue of the Superior Court of Douglas
County, Georgia. By submitting a bid, the bidder agrees that exclusive jurisdiction and
venue in the Superior Court of Douglas County, Georgia is proper and appropriate since
the goods and services covered by this Invitation for Bids are to be furnished and
delivered within Douglas County, Georgia.

Bidder's Affidavit of Noncollusion

The undersigned Bidder hereby declares under oath that:

(a) No collusion has occurred with any other contractor, subcontractor,
material and equipment supplier, or other persons or parties having any interest in this
Invitation for Bids.

(b) The Bidder has not directly or indirectly prevented or attempted to prevent
competition in this quote process by any means whatsoever.

(c) The Bidder has not directly or indirectly prevented or endeavored to
prevent anyone from submitting a bid by any means whatsoever, nor has the Bidder

caused or induced another to withdraw a quote pursuant to this Invitation for Bids.
