Notice of Intent to Recommend Modification / Accela Software as a Service (SaaS) Agreement

Project Description: Hillsborough County intends to recommend a contract modification to a noncompetitive procurement with Accela, Inc., for the continued ongoing and as-needed software and subscription services for the County's, in the amount of $4,886,898.48, for a five (5) year services through May 26, 2030. This procurement is being made in accordance with Section 3-208 [10] of the County's Procurement Policy as Accela, Inc., is the only authorized vendor in the State of Florida that can provide the software licenses and associated proprietary maintenance and technical support services that the County requires. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified must submit clear and convincing information to support a challenge the intended award. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
