Project Description: The Bernalillo County (“County”) Purchasing Section of the Procurement and Business Services Department (“Purchasing”) is soliciting proposals from Offerors to provide Pharmacy benefit administrative services and claim administration through a Pharmacy Benefit Manager (PBM) or an Insurance Carrier Rx program. This latter definition only applies to the Bernalillo County’s current medical vendor, Presbyterian Healthcare Services (PHS). Only bids submitted by standalone PBM’s or PHS will be accepted. In other words, bids submitted by third-party administrators will not be accepted.
All PBM’s do not function the same in their ability to manage pharmacy benefits. They apply different techniques and definitions in how discounts and rebates are applied to their clients. In order to identify the best PBM for County of Bernalillo, Arthur J. Gallagher (GBS) will conduct an extensive RFP and analysis of the PBM marketplace. The key to the analysis, and what clearly differentiates GBS from other consulting firms, is their in-depth evaluation of the PBM’s contract language, along with the financial analysis that links the contractual language to the financial results
