The 366th Contracting Squadron (366 CONS) at Mountain Home Air Force Base (MHAFB), Idaho, is seeking qualification packages on or about September 1, 2026 from highly qualified Small Business Architect-Engineer (A-E) firms to conduct a comprehensive Runway Pavement Geotechnical Investigation and Material Failure Analysis. The selected A-E firm will perform specialized testing and deliver a professional engineering evaluation report to identify the root causes of the distress—specifically assessing whether the pavement suffers from cyclic load fatigue, aggregate-cement binder bonding failure, or chemical degradation.
