This solicitation is to establish a Service Contract to provide Medical Waste Disposal as specified for

the Department of Corrections - LSP for an initial period beginning with July 1, 2026 or date of award,

whichever is later, and ending June 30, 2027. At the option of the State of Louisiana and acceptance

by the Contractor, this contract may be renewed for two additional 12-month periods at the same

prices, terms and conditions. Total contract time not to exceed 36 months.

Method of Award:

It is the intent of the State to award this contract on an individual basis to the overall lowest

responsive, responsible bidder meeting the specifications. The State further reserves the right to reject

individual line items from the award.

** Please be advised that delivery cannot be made prior to

July 1, 2026. Any orders resulting from this solicitation will

be paid with new FY funds, if appropriated by the

legislature. Delivery cannot be made prior to July 1st and

your bid prices must be firm for acceptance and delivery

accordingly. **

Contract to collect, remove and dispose of potentially

infectious biomedical waste (i.e. Medical waste) weekly as

per all federal, State and local regulations for:

Disposal to include all infectious waste being transported

in a completely enclosed self-regulated container provided

by successful contractor as described below which has

been properly sealed and labeled.

Successful contractor to provide delivery/pick up truck with

lift gate so that containers can be rolled on and off the lift

gate for loading and unloading. The containers are to

leave with the contractor.

Agency agrees to package medical waste in a manner that

prevents exposure to the material. Liquids will be in a

sturdy, leak-resistant container. Sharps will be in a closed,

rigid, break-resistant, puncture-resistant container. Plastic

bags and other containers will be clearly labeled,

impervious to moisture, strong enough to prevent tearing

or bursting under normal conditions, and closed prior to

storage. All of the above to be placed in successful

contractor's provided containers for removal from the site.

All untreated waste to bear the name and address of the

generator (LSP) and/or the transporter (successful

contractor) when it leaves the generator's premises. All

treated waste that is still recognizable to carry a

supplemental label to specify the treatment method used

(i.e. autoclaving), the date of treatment, and the name or

initials of the person responsible for treatment. All labels to

be clearly visible and legible, and to be water resistant. All

waste is to be properly identified and

manifested by an employee of LSP and by the successful

contractor before removal. Manifest to include site specific

information to LSP, type of treatment (i.e. autoclaving or

incineration) and name of landfill waste will be disposed at.

Contractor to provide all label(s)/manifest(s) for each

container. Copies of label(s)/manifest(s) to be provided to

agency to be kept on file. Containers to be transported off

site and deposited in landfills only by transporters properly

permitted and licensed by the state health officer and only

when it has been properly packaged identified and is

treated by a method approved by the Louisiana

Department of Health. If incinerated, a "proof of

incineration" is to be sent to the LSP purchasing

department, to be kept on file by the LSP medical

department so proper records can be maintained.

Scheduled pickups to be one time per week

(approximately four times per month), between 6:00 am

and 4:00 pm, except on holidays. If a regularly scheduled

pick up falls on a holiday, then pick up day will be

scheduled on the next regularly scheduled work day.

Amount of containers to be delivered or picked up will be

approximately 30. Agency reserves the right to schedule

additional pickups as needed and to increase/decrease

the amount of containers scheduled for pick up as needed.

Agency also reserves the right to request additional

pickups at separate building on prison grounds.
