Solicitation Summary
The St. Mary’s County Health Department Local Behavioral Health Authority (SMCHD LBHA) is issuing this RFP 26-06 to develop a Adolescent Clubhouse (AC) to functionally manage an Adolescent Clubhouse with a Young Adult Peer Recovery Support Specialist (YAPRSS) in St. Mary’s County. Facilities should not be co-located with substance abuse treatment services.

Additional Instructions
Proposals submitted in response to RFP # # 26-06, Adolescent Clubhouse must be submitted by 3:00 PM Eastern Standard Time on September 05, 2025, application instructions are in Attachment 1.
Submit via email one copy of the Technical Proposal and Pricing Proposal as separate files. Cover page (Attachment 2) shall be submitted as page one of both the Technical Proposal and Pricing Proposal. Submission shall be made with the subject line “Response to RFP #26-06” to
smchd.contracts@maryland.gov
.
Proposals received after the identified deadline will not be considered for review. Faxed, mailed or delivered proposals will not be accepted.

A Pre-Proposal meeting will be held via Google Meet on August 25, 2025 at 1:30 PM EST. To register for the Pre-Proposal meeting, email smchd.bhgrants@maryland.gov with the subject line “RSVP Pre-Proposal Meeting RFP 26-06” by Friday August 22, 2025. In the body of the email, please include the following information for all attendees: Full name and title, email, phone, facility/organization name. This Pre-Proposal Meeting is Not Mandatory but highly encouraged. Proposers may still submit a response if they did not attend.
