Notice of Intent
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Agilent Technologies, Inc. located in Santa Clara, California to repair a NIST owned Agilent 8800 Triple Quadrupole Inductively Coupled Plasma Mass Spectrometer.
The Materials Measurement Science Division (MMSD), Chemical Sciences Division provides the measurement science, standards, technology, and data that help members of industry, other government agencies, and academia make progress in the chemical sciences, from assessing human health with diagnostic tests to determining the nutritional value of food and supplements, from setting emissions standards to assessing the climate. This division utilizes an Agilent 8800 Triple Quadrupole ICP Mass Spectrometer which has failed and been evaluated as in need of repair.
Sole Source justification is based on the following:
The original equipment manufacturer (Agilent) has stated in writing that they have no authorized repair partners capable of repair this specific instrument. The necessary parts needed to return this equipment to operation are not made available for general purchase and can only be supplied by an Agilent Field Service Expert.
The resulting order will be a Firm-Fixed Price purchase order.
NAICS code for this requirement will be 334516– Analytical Instruments with a small business size of 1000 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 3/20/2025 will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
