Project Description: Sealed proposals will be received electronically via the PennBid Program by City of Lebanon, Lebanon County, for 2025 Paving Projects until 10:00 a.m. prevailing time on Wednesday, February 19, 2025, at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.

Each proposal must be accompanied by a certified check, bank cashier's check, trust company treasurer's check or bid bond (in the required form) for ten percent (10%) of the bid total.
Work along Lincoln Ave generally includes 2.5” milling, the application of scratch course and 2” overlay. Before overlay, work includes areas of 4” base repair. Work along Willow Street generally includes 2.5” milling, the application of scratch course, 2” overlay and line painting. Work along Liberty Street generally includes 2” milling, the application of scratch course and 1.5” overlay.
Bidders are advised that Federal Davis Bacon prevailing wage rates and record-keeping procedures established by the U.S. Department of Labor shall apply and that minimum salaries and wages as set forth in the Contract Documents shall be paid on the project.
City of Lebanon hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
Notice is hereby given this is a Section 3 Project of The Housing and Urban Development Act of 1968, and must, to the greatest extent feasible, utilize project area businesses located in or owned in substantial part by project residents.
The bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Those bids submitted without documentation will be considered incomplete and are subject to rejection.
The City of Lebanon in accordance with Title VI if the Civil Rights Act of 1964, 78 Stat, 252,42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A. Office of the Secretary, Part 21, Non-discrimination in federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notified all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on grounds of race, color or national origin in consideration for an award.
