Dear Consultant:
The Missouri Highways and Transportation Commission is requesting the services of a consulting
engineering firm to perform the described professional services for the project included on the attached list.
If your firm would like to be considered for these consulting services, you may express your interest by
responding to the appropriate office, which is indicated on the attachments. Limit your letter of interest to no
more than four pages. This letter should include a statement to indicate your firm's understanding of the
project. It should also include any other information which might help us in the selection process, including
key personnel you would assign to the project and the backgrounds of those individuals, and any sub-
consultants you would propose to use, and an indication of your firm's approach to promoting and
developing a diverse workforce. MoDOT is committed to reflecting the diversity of the communities we
serve and we expect our partners to do the same. We will utilize the consultant information already on file
so we will not need a lengthy submittal of other general company information. In addition, please attach one
page with detailed information on similar projects that your key personnel have worked on. Indicate the role
your key personnel played in the projects and include reference contact information.
DBE firms must be certified by the Missouri Department of Transportation in order to be counted as
participation towards an established DBE Goal. We encourage DBE firms to submit letters of interest as
prime consultants for any projects they feel can be managed by their firm. We also encourage both DBE
firms and non-DBE firms to consider joining MoDOT's Mentor/Protege program whenever possible as part
of a MoDOT project.
MoDOT will evaluate firms based on: Project Understanding & Innovation, Past Performance,
Qualifications of Personnel Assigned, General Experience of Firm, Familiarity/Capability, Accessibility of
Firm & Staff. Firm's not providing a response on approach to workforce diversity will be considered non-
responsive to this solicitation. Firm's that are not current on all of the required prequalification categories
found in MoDOT's Approved Consultant Prequalification List at the date of the solicitation expiration will
be considered non-responsive.

The initial engineering responsibilities at each interchange include:
(cid:120) Data collection phase, including setting the study boundary, reviewing as-builts, collecting
crash data, traffic counts, pedestrian counts, and traffic speeds as appropriate, and determining
existing conditions. Submit a location/conceptual RES to gather environmental data.
(cid:120) Perform traffic analysis, field observations, and other preliminary investigations to identify
problems which need to be addressed in the I-70 corridor at each listed interchange, in priority
order. Such analysis may include potential interstate ramp closure(s) and if the closure(s)
could be accommodated with other movements.
(cid:120) Produce Road Safety Study/Audit report with recommended solutions, conceptual design and
conceptual construction estimate for MoDOT approval. The recommended solutions will
include long-term, mid-term and short-term recommendations.
(cid:120) Identify, analyze and recommend mitigation for risk items especially analysis of
environmental, utility, right of way or railroad impacts.
MoDOT plans to internally design the approved safety improvements for 2 of the interchanges and
reserves the right to select those interchanges. Supplemental agreement(s) to be executed for
additional consultant responsibilities to perform for remaining interchanges once programmed for
construction:
(cid:120) Produce a Conceptual Study Report and Conceptual Cost Estimate.
(cid:120) Work with MoDOT and FHWA to determine if recommended safety solutions will result in
an Interstate Access Justification Report (IAJR) or Safety, Operations and Engineering
(SO&E) report.
(cid:120) Perform Preliminary Engineering including pick-up topographic survey, boundary survey,
roadway design, utility coordination, IAJR or SO&E report (as needed), environmental
services/permits including noise modeling, and geotechnical investigations.

The Road Safety reports produced can either fall under the Road Safety Audit (RSA) process as
defined by FHWA (see links below) or can deviate from the FHWA process in a specified way and

review process to be followed at each interchange and the format of the resulting report.
