Description: The Advance Albany County Alliance (“Alliance”) will receive sealed proposals for Construction Management, Abatement, and Demolition services of the Central Warehouse building prior to 4:00 P.M. on Wednesday November 27, 2024. Proposals received after this time will not be accepted. Bids will be received via sealed envelope addressed and delivered to the Advance Albany County Alliance, 111 Washington Avenue, Suite 100, Albany, NY 12210, Attn: Dylan Turek, Senior VP of Development and electronically by submitting to the e-mail address dturek@advancealbanycounty.com . The Advance Albany County Alliance LDC is soliciting proposals from qualified construction management, engineering, and project management companies to provide comprehensive construction management, abatement, and demolition services for the Central Warehouse building located at 143 Montgomery St. Albany, NY 12207. Acting as a General Contractor on behalf of the Alliance and in support of its mission, respondents are expected to identify and include the team they are prepared to sub-contract for abatement, demolition and any other work needed to complete the project scope within their RFP response. Sections of the RFP response that require the respondent to provide information on themselves or their experience should include the same for each subcontractor on the team. The full Request for Proposals Document will be available on the Advance Albany County Alliance website ( www.advancealbanycounty.com ) and by email request to dturek@advancealbanycounty.com . All respondents are required to provide their contact information to the Alliance via email so that they can be informed of all necessary information, including notice of bid addenda and how to access additional property information via digital shared folder. The successful bidder shall be required to provide the Alliance with (i) a performance bond guaranteeing the full and complete performance of the scope of work required by this RFP; and (ii) a labor and material payment bond to guaranty the full payment of the scope of work required by this RFP free and clear of any liens, encumbrances, chattel mortgages and conditional bills of sale. Both the performance and payment bonds shall be in a form satisfactory to Alliance in all respects. Failure to meet this requirement will result in revocation of any tentative award to such bidder. A pre-bid meeting and tour will be held on Wednesday, November 13, 2024 at 11:00 AM at the Central Warehouse building upon prior emailed registration by prospective bidders only. Attendance at the pre-bid meeting and tour is not mandatory for submitting a proposal. Prospective bidders may request clarifications of the Bid Documents by contacting the project contact, Dylan Turek, at dturek@advancealbanycounty.com . All questions must be submitted via e-mail, no phone calls will be accepted. All e-mails must include "RFP# AACA2402: Demolition of the Central Warehouse" within the subject line. Questions received after 4:00 PM on Friday November 15, 2024 cannot be answered. This project is partially funded by the AMERICAN RESCUE PLAN ACT OF 2021 CORONAVIRUS STATE AND LOCAL FISCAL RECOVERY FUNDS SUBAWARD AGREEMENT BETWEEN THE COUNTY OF ALBANY AND THE ADVANCE ALBANY COUNTY ALLIANCE LOCAL DEVELOPMENT CORPORATION and a RESTORE NY grant from Empire State Development. Bidders should pay particular attention to requirements regarding equal employment opportunities for minority group members and women ("EEO") and contracting opportunities for certified minority and women-owned business enterprises ("MWBEs"), and all other federal, New York State and local requirements. Bidders must document good faith efforts to meet or exceed the 30% utilization goal for New York State Certified Minority and Women Business Enterprises (15% MBE and 15% WBE) as well as a 6% utilization goal for Service-Disabled Veteran Owned Businesses. Contract will be awarded by the Advance Albany County Alliance Local Development Corporation which reserves the right to waive any informalities or to reject any and all bids.
