Sealed proposals are requested by the San Antonio Water System for improvements at the East Side Operations Center. Work includes construction of a new fueling facility (diesel and gas), new oil collection system, CMU ice and water station, relocation and repurposing of two (2) diesel emergency generators, electrical components, and associated civil site improvements for the East Side Operations Center Fuel Facility, SAWS Job Nos. 22-7710 & 22-7711.

SAWS will conduct a non-mandatory Site Visit at SAWS East Side Operations Center located at 403 S WW White Rd, San Antonio, TX 78219 3900 E. Houston St, San Antonio, TX 78220 , at 1:00 PM (CDT) on June 3, 2025. See Attachment A, Site Visit Procedures to attend site visit meeting.

For questions regarding this solicitation, technical questions, or additional information, please contact Stephen Muñiz, Contract Administrator, in writing via email to stephen.muniz@saws.org until 4:00 PM (CDT) on June 10, 2025 June 20, 2025 . Answers to the questions will be posted to the web site by 4:00 PM (CDT) on June 17, 2025 July 1, 2025 , as a separate document or included as part of an addendum. Be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents.

Proposals will be received electronically only, until 1:00 PM 10:30 AM 1:00 PM (CDT), on June 26, 2025 July 10, 2025 July 23, 2025 . Electronic proposals will be received via the secure SAWS FTP site. See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal. Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond). Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.

Respondents will need to submit a request by 1:00 PM 10:30 AM 1:00 PM (CDT), on June 25, 2025 July 9, 2025 July 22, 2025 , to receive access to the File Transfer Protocol (FTP) site via email to stephen.muniz@saws.org . Respondent’s email requesting access to the FTP site shall provide the legal name of the Respondent’s company and the intended recipient’s email address and phone number. No requests for FTP site access will be accepted after 1:00 PM 10:30 AM 1:00 PM (CDT), on June 25, 2025 July 9, 2025 July 22, 2025 .
