Summary

The Ohio Department of Public Safety / Emergency Management Agency is accepting bids for janitorial services at the EMA Emergency Operations Center. Janitorial Services are to be provided five days per week, Monday-Friday, with State of Ohio observed weeknds and holidays off. Please see attached Scope of Work and contract sample for details.

Mandatory Site Visit attendence (01/06/2026) is required to bid on this project. See Process for details.

CONTRACT OPPORTUNITY
See attached (ad hoc) solicitation document for contract document sample. If selected, bidder shall execute contract document (items in red will be changed prior to award).

EVALUATION
A PDF Quote must be attached to bid. Bid pricing must be valid for 60-90 days. Failure to bid all items and provide PDF quote may deem the quote non-responsive. All costs must be included in bid pricing on OhioBuys item grid. The State will not be responsible for any costs not otherwise specified.
All inquiries must be submitted through the OhioBuys Inquiry Field*. Please quote on state contract if available.

MANDATORY SITE VISIT
A Mandatory Site Visit is required to survey the facility and discuss the requirements of the solicitation. The Mandatory Site Visit will be held on January 6, 2026 at the Emergency Management Agency EOC/JDF Building, 2855 West Dublin-Granville Road, Columbus, OH 43235. Please check in at the front entrance desk. The site visit will commence promptly at 10:00 am., barring an unforeseen circumstance that results in a delay of the site visit. Attendance will be taken. The state will not be responsible to a supplier for their failure to obtain information discussed during the site visit due to their arriving after the site visit has convened. Bidders who fail to attend the Mandatory Site Visit and print their name on the sign-in sheet will be deemed not responsive.

Pre-registration is required (see below).
Please arrive 15 minutes early to complete registration and sign-in. The site visit will begin promptly at 10:00 AM.

Bidders must Pre-Register with Parker Hearst at pehearst@dps.ohio.gov by 3:00 PM (EST) on Monday, January 5, 2026. Note: This contact person is for registration only – solicitation questions are not permitted.

The following information is required for Pre-Registration for each individual person attending: Company Name; First and Last Name; E-mail address; and Phone Number . The State cannot ensure attendance at the site visit for Offerors that fail to Pre-Register by the deadline. Should the site visit dates be re-scheduled, it would be unnecessary to repeat your RSVP – you only need to register once.

CONTRACT AWARD
The contract will be awarded to the lowest responsive and responsible bidder. A purchase order (PO) will be awarded to the lowest responsible and responsive quote as a result of this solicitation.

PERIOD OF PERFORMANCE:
The resulting award will be an biennium contract for state fiscal year 2026 and 2027.* The Period of Performance for Fiscal Year 2026 will run from the date of PO dispatch to 6/30/2026.

*Fiscal Year 2026: contract time of award - 6/30/2026
Fiscal Year 2027: 7/1/2026 - 6/30/2027
